Issuance of General Lease – Public Agency Use – Lease 5221The California State Lands Commission will issue a 20-year General Lease – Public Agency Use beginning November 1, 2025, authorizing the use of an existing nonoperational pipeline and two electrical conduits attached to a carrier bridge and a triple barrel HDPE inverted siphon beneath a river. The lease, designated as Lease 5221, is intended for public agency purposes and will remain in effect through October 31, 2045. The property in question is located in Oakdale, California, where the infrastructure is currently unused but remains structurally intact and positioned under a river crossing. The lease arrangement enables the public agency to maintain and utilize these assets for operational or future utility needs without requiring new construction or land acquisition. The lease does not involve new development or capital expenditure beyond maintenance of the existing infrastructure. Primary point of contact for the lease authorization is Christine Day, Senior Environmental Scientist at the California State Lands Commission, reachable via phone or email, with additional coordination handled by Jeff Roberts, Public Works Superintendent for the City of Oakdale. The opportunity was posted on July 7, 2026, and while no solicitation number or set-aside details are provided, the agency has indicated this is a forecasted action and the lease will be governed under public agency use provisions. Interested parties may refer to the project link for further documentation regarding the infrastructure’s condition, environmental considerations, and terms of use, though the scope is limited to preserving and operating the established utilities beneath the river.
