PROGRAM BACKGROUND The Dugway Proving Ground (DPG) West Desert Test Center (WDTC) Meteorology Division In 1997, the DPG West Desert Test Center (WDTC) Meteorology Division developed a system called the Portable Weather Information Display System (PWIDS). Since that time, the PWIDS name was changed to the Portable Weather Instrumentation Data System, which more accurately reflects the true function of PWIDS. The system consists of a suite of meteorological instrumentation that rapidly transmits weather data from remote sites to the WDTC Meteorology Division Weather Station and/or a Command Post (CP) and displays these data on a computer. A computer graphical user interface (GUI) consists of wind vectors from the various fielded PWIDS superimposed over a background map or image. The original PWIDS computer program was developed by DPG Meteorology Division scientists and was written in DELPHI (a visual Pascal language) on a Windows 3.1 platform. A second version of the software (PWIDS-II) was also developed by Meteorology Division scientists and was written in PERL on a Windows 95 platform. This version functioned successfully for several years under various Windows operating system upgrades. In FY06, the H.E. Cramer Company (H.E. Cramer) was contracted to provide a new version of PWIDS display software. The new version (PWIDS-III) provided enhancements/capabilities exceeding the previous two versions of PWIDS software. H.E. Cramer was again contracted in FY07 to provide enhancements to the base version of PWIDS-III software and provide a spin-off program called SAMSmap, which is a variation of PWIDS-III used for display of the Surface Atmospheric Measurement System (SAMS) meteorological data. As the PWIDS software has improved from version to version, additional features and capabilities were included to make the product a more useful data visualization suite. However, the structure of the current version precludes easy updates and the system needs upgrades to provide new capabilities. PWIDS-III is 11 years old and has been virtually unchanged for over a decade. New software is needed and the resulting product of this delivery order, the Meteorological Instrumentation Software Toolkit (MIST), will be the next generation of meteorological data display, ingest, configuration, and QC/QA software.
