This contract is a firm fixed-price repair purchase order for a remote readout meter, designated as Special Emphasis Level I material due to its critical role in shipboard systems, where failure could lead to serious safety or operational consequences. The work requires full refurbishment of the item to "like new" or "A" condition, including teardown, inspection, reuse of serviceable parts, and replacement of non-functional components in strict compliance with NAVSEA Drawing 7064174 and Contract Support Library Reference CSD168. The contractor must also provide separate pricing for both repair and beyond-repair scenarios, with no cost included for shipping, as the government handles logistics via its ATAC system. All items must be marked in accordance with MIL-STD-130, packaged per MIL-STD-2073, and certified as mercury-free with no intentional use of mercury or mercury-containing compounds. Configuration control is strictly enforced, requiring the contractor to maintain and submit electronic baseline drawings in C4 format and submit Engineering Change Proposals for any form, fit, or function modifications through the ECDS system, with all waivers or deviations classified as Critical, Major, or Minor and approved by the Contracting Officer. The contract utilizes Commercial Asset Visibility for supply chain tracking and is a rated order under the Defense Priorities and Allocations System, prioritizing national defense use. The solicitation initially set-aside for small businesses has been dissolved, and the NAICS code 334513 applies with a 750-employee size standard, though no offeror size status is confirmed. Inspection is conducted at destination under FOB-destination terms, and the government does not perform source inspection. Delivery must be completed within 150 days, and payment will be made 45 days after delivery under modified Prompt Payment terms. All contractual documents are deemed issued upon electronic transmission via email or WAWF, which also serves as the mandatory platform for invoicing, waiver submissions, and documentation filing. Access to technical drawings is restricted and requires prior approval through the POC, and all documentation handling follows OPNAVINST 5510.1 distribution controls.
