The New York State Department of Environmental Conservation, Office of Climate Change, is soliciting bids for the purchase and delivery of a methane analyzer integrated into an eddy covariance instrument package. This equipment is necessary to quantify methane fluxes at a landscape scale, specifically to improve the accuracy of greenhouse gas emission reports for landfills as mandated by Section 75-0105 of the NYS Climate Law. Because landfill emissions are influenced by complex variables such as waste composition and weather, the agency requires a system capable of continuous direct measurement of both diffuse and point-source emissions. Bids for solicitation OP000022 must be submitted by December 3, 2025. The resulting contract is expected to run from January 3, 2026, through March 31, 2027, with performance based in Albany, New York. Offerors must comply with all state guidelines regarding permissible contacts and lobbying influence, directing all inquiries to the designated primary contact. This procurement is not a service-disabled veteran-owned set-aside.

Full Description

The New York State Department of Environmental Conservation (NYSDEC), Office of Climate Change is soliciting bids for the purchase and delivery of a methane analyzer integrated into an eddy covariance instrument package that is capable of quantifying methane fluxes at a landscape scale. Section 75-0105 of the NYS Climate Law requires the DEC to issue a report on statewide greenhouse gas emissions annually. The report must include all emission sources in the state and use 'the best available science and methods of analysis, including the comparison and reconciliation of emission estimates from all sources... field data, and peer-reviewed research." The law specifically calls out landfills for inclusion in the report; they are a recognized significant source of methane to the atmosphere and the dominant emissions source in the waste sector. Landfill methane emissions are difficult to quantify using typical activity data (e.g. the volume or mass of waste in place) because they also depend on the composition of that waste, the age of the waste, climate conditions, and the landfill’s specific engineering design and operations and maintenance. Direct measurements of landfill emissions are important but difficult to make because they need to be able to capture both diffuse (e.g. through the landfill cover) and point-source type emissions (e.g. wells, leachate pumps, cover holes) as well as make measurements continuously in order to capture emission fluctuations that happen with weather and operational changes. Offerors shall adhere to the NYS Department of Environmental Conservation Guidelines Regarding Permissible Contacts During a Procurement and the Prohibition of Inappropriate Lobbying Influence. All correspondence and/or questions relating to this procurement should be directed to the Department’s primary contact. 2026 Volunteer Fire Capacity Grant
Solicitation # 2139681
The New York State Department of Environmental Conservation is administering the 2026 Volunteer Fire Capacity Grant Program, funded by a federal appropriation of 857,629 dollars. This program provides matching grants to eligible rural fire departments for the purchase of wildland firefighting suppression supplies. To be eligible, departments must be comprised of at least 80 percent volunteer personnel and serve a rural area, defined as a town or village with a population of 10,000 or less based on the 2020 Census. Selected departments can receive a maximum award of 3,500 dollars, which must be matched 50/50 by the recipient. Grant funds must be used for items directly related to wildland firefighting that benefit the local rural community, with a restriction that no individual item exceeds 9,999 dollars. Selection is based on the department's funding history over the previous five years, whether it is a newly formed establishment, and the presence of a Native American community within its jurisdiction. The program operates under federal guidelines from the US Forest Service and the Cooperative Forestry Assistance Act of 1978. Applications are accepted through December 30, 2026. This solicitation does not have specific goals for Service-Disabled Veteran-Owned, Minority, Women, or Disadvantaged Business Enterprises. All inquiries and applications are managed by the Volunteer Fire Capacity Grant Coordinator within the Division of Forest Protection.
