Methodist Children's Homes of Mississippi, Inc. (MCH) is seeking a qualified firm or individual to provide comprehensive grant administration and compliance services for a portfolio of four Community Development Block Grant - Coronavirus (CDBG-CV) funded projects totaling 3,375,709.33 dollars. The selected partner will serve as a technical advisor throughout the entire project lifecycle, managing procurement, implementation, construction, reimbursement, monitoring, and closeout. Key responsibilities include developing procurement plans and evaluation tools, ensuring Davis-Bacon labor standards and Section 3 compliance, managing budget tracking and draw requests, and preparing required performance reports. The contract requires strict adherence to 2 CFR Part 200, HUD/CDBG-CV requirements, and Mississippi state procurement laws. Proposers must provide a fee proposal using a total fixed fee, a fixed monthly fee with a not-to-exceed cap, or an hourly cost-reimbursement structure, as cost-plus-percentage pricing is strictly prohibited.
