Metro WWTP Operator Training

The City of Columbia, South Carolina, is soliciting qualified consultants through Request for Qualifications RFQu004-26-27-JAH to provide wastewater compliance training for staff at the Metro Wastewater Treatment Plant. The scope of work includes annual operator training covering disinfection, sludge thickening, and anaerobic digestion, as well as the development of certification examinations for Class A and Class C operators. Additionally, the selected consultant will provide safety training aligned with OSHA, EPA, and DHEC guidelines, conduct monthly safety inspections, and deliver pretreatment training for industrial staff, including the development of related Standard Operating Procedures. All services must be performed at City of Columbia facilities, with training sessions scheduled to cover all operational shifts. The contract features an initial two-year term with the City's option to extend for two additional one-year periods. Award selection is based on a combined score of technical qualifications, past performance, and proposed project approach, followed by potential interviews and the submission of a cost proposal by the top-rated firm. Respondents must be registered with the South Carolina Secretary of State and maintain comprehensive insurance coverages, including professional and general liability. Participation in the City's Mentor-Protege Program is required. Submissions are due by September 3, 2026, via the IonWave e-procurement portal, and must include a technical response, staff hourly rates, and required certifications.
