AI Contract Overview
The Naval Air Systems Command plans to award a sole-source contract to Lockheed Martin Rotary and Mission Systems in Owego, New York, for the procurement of 676 Damper Pressure Kits to support both U.S. Navy and Foreign Military Sales MH-60R and MH-60S Multi-Mission Helicopters. This action is justified under Title 10, U.S.C. 3204(a)(1) and implemented via RFO 6.103-1, as Lockheed Martin is the sole designer, developer, integrator, and manufacturer of the MH-60 platforms and possesses exclusive access to the technical data, specialized tooling, skilled personnel, and manufacturing capabilities required to produce these critical components. No competitive solicitation is anticipated due to the unique nature of the system and the significant investment required to establish an alternative production source. The solicitation number is N0001926RFPREQAPM2990446, with a presolicitation notice posted on May 28, 2026, and responses due by June 11, 2026. Although the transaction is intended to proceed without competition, the Government will review any proposals submitted within the 30-day window solely to evaluate whether competition could be feasible, though no such effort is planned. The kits will be manufactured and delivered to Owego, NY, with the primary point of contact being Morgan P. McKay, and subcontracting inquiries should be directed to Laura Rogers. The NAICS code for this action is 336413, and no set-aside provisions apply, with funding coming from the Department of Defense through the Naval Air Systems Command based in Patuxent River, Maryland.

Full Description
The Naval Air Systems Command (NAVAIR) intends to negotiate and award a Sole-Source Order under Basic Ordering Agreement (BOA) N0001923G0002 to Lockheed Martin Rotary and Mission Systems (LM RMS) in Owego, NY for the procurement of 676 Damper Pressure Kits in support of the Multi-Mission Helicopter (MH-60) Romeo and Sierra aircraft. This effort will include United States Navy (USN) and Foreign Military Sales (FMS) aircraft.
This action is intended to be awarded on a sole source basis to Lockheed Martin Rotary and Mission Systems (LM RMS) under the authority permitting other than full and open competition, Title 10, U.S.C. 3204 (a)(1), as implemented by Revolutionary FAR Overhaul (RFO) 6.103-1, "Only One Responsible Source and No Other type of Supplies or Services Will Satisfy Agency Requirements." LM RMS is the sole designer, developer, systems integrator, and manufacturer of the MH-60R and MH-60S aircraft and weapon system and, as such, is the only source with the requisite knowledge and skilled personnel, facilities, manufacturing tooling, test equipment, experience, and technical data necessary to provide the required supplies and services.
Note: This notice of intent is not a request for competitive proposals. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of RFO 6.103. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement, as production for the supplies listed requires a substantial initial investment or an extended period of preparation for manufacture. However, the Government will consider all proposals received within thirty days after the publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
Questions concerning subcontracting opportunities should be directed to Ms. Laura Rogers at (607) 751-3111. Contractor Name and Address: Lockheed Martin Rotary and Mission Systems, 1801 State Route 17 C, Owego, NY 13827.
