AI Contract Overview
The Naval Air Systems Command (NAVAIR) plans to award a sole-source order to Lockheed Martin Rotary and Mission Systems (LM RMS) located in Owego, New York, for 676 Damper Pressure Kits to support the Multi-Mission Helicopter (MH-60) Romeo and Sierra aircraft, including both United States Navy and Foreign Military Sales customers. The procurement will be made under Basic Ordering Agreement N0001923G0002, leveraging the authority that allows other than full and open competition because LM RMS is the only source capable of supplying these kits. LM RMS is uniquely qualified as the sole designer, developer, systems integrator, and manufacturer of the MH-60R and MH-60S platforms, possessing the exclusive technical data, facilities, tooling, and expertise necessary for this effort. This contract action is not a request for competitive proposals and will be negotiated solely with LM RMS under the relevant federal regulation permitting sole-source procurements when only one responsible source exists. The government does not intend to fund the development or qualification of alternative sources due to the significant investment and preparation required for production. However, the government will consider proposals received within 30 days of the notice’s publication to determine whether competition is appropriate, although a decision not to compete remains at the government’s discretion. The primary points of contact for this acquisition are Morgan P. McKay and Lauren R. Martz, with subcontracting inquiries directed to Ms. Laura Rogers. The place of performance and manufacturing will be at LM RMS’s Owego facility, and the solicitation deadline for responses is June 11, 2026.

Full Description
The Naval Air Systems Command (NAVAIR) intends to negotiate and award a Sole-Source Order under Basic Ordering Agreement (BOA) N0001923G0002 to Lockheed Martin Rotary and Mission Systems (LM RMS) in Owego, NY for the procurement of 676 Damper Pressure Kits in support of the Multi-Mission Helicopter (MH-60) Romeo and Sierra aircraft. This effort will include United States Navy (USN) and Foreign Military Sales (FMS) aircraft.
This action is intended to be awarded on a sole source basis to Lockheed Martin Rotary and Mission Systems (LM RMS) under the authority permitting other than full and open competition, Title 10, U.S.C. 3204 (a)(1), as implemented by Revolutionary FAR Overhaul (RFO) 6.103-1, "Only One Responsible Source and No Other type of Supplies or Services Will Satisfy Agency Requirements." LM RMS is the sole designer, developer, systems integrator, and manufacturer of the MH-60R and MH-60S aircraft and weapon system and, as such, is the only source with the requisite knowledge and skilled personnel, facilities, manufacturing tooling, test equipment, experience, and technical data necessary to provide the required supplies and services.
Note: This notice of intent is not a request for competitive proposals. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of RFO 6.103. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement, as production for the supplies listed requires a substantial initial investment or an extended period of preparation for manufacture. However, the Government will consider all proposals received within thirty days after the publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
Questions concerning subcontracting opportunities should be directed to Ms. Laura Rogers at (607) 751-3111. Contractor Name and Address: Lockheed Martin Rotary and Mission Systems, 1801 State Route 17 C, Owego, NY 13827.
