The Naval Air Systems Command (NAVAIR) plans to award a Cost Plus Fixed Fee order to Lockheed Martin Rotary and Mission Systems (LM RMS) under their existing Basic Ordering Agreement for ongoing technical, management, and process support related to testing MH-60R and MH-60S helicopter software and related systems. This contract will provide essential expertise to support testing efforts at Patuxent River, Maryland, specifically assisting AIRTEVRON TWO ONE (HX-21) and AIRTEVRON ONE (VX-1) with operational, vendor, maintenance, and laboratory software evaluations. The scope includes regression testing, obsolescence management, and system upgrades to maintain or improve capabilities of the H-60 helicopter platforms, with a performance period extending from March 2027 through March 2032. Awarded on a sole source basis due to LM RMS’s unique role as the original developer, integrator, and manufacturer of the MH-60 aircraft and weapon system, this contract leverages their exclusive access to the necessary technical data, facilities, and expertise. The Government is not soliciting competitive proposals but will consider any submissions within 30 days of the notice’s publication solely to assess whether a competitive procurement is warranted. The contract will be performed primarily in St. James, Maryland, with administrative oversight by NAVAIR’s office at Patuxent River. Interested parties regarding subcontracting opportunities may contact the designated representative at LM RMS, but the overall award purpose remains focused on maintaining expert support for ongoing flight test and evaluation activities critical to the MH-60 program.
