The Naval Air Systems Command is planning to issue a sole-source Delivery Order to Cornerturn LLC under a Basic Ordering Agreement to develop and support the Post Mission Playback (PMP) software for the MH-60R helicopter. This software must be compatible with Microsoft Windows 11 Long-Term Servicing Channel and include modifications for Java 8 and Java 11. The contract will span six months, focusing on software development and testing support, with an anticipated award date of December 31, 2024. Cornerturn LLC has been the sole developer and maintainer of the PMP software and related hardware, possessing unique expertise and resources necessary for this specialized and highly complex software, which makes competition impractical and cost-prohibitive. The government emphasizes that this action is justified under statutory authority for sole-source awards, and it does not intend to fund development efforts for alternative sources, although it will consider proposals received within 30 days of the notice. This procurement is critical for maintaining the operational capabilities of the MH-60R helicopter's acoustic processing systems, and the government asserts that awarding to any other entity would result in significant duplication of costs and delays. The notice clarifies that it is not a solicitation for competitive proposals but invites interested parties to submit their responses for consideration. Questions regarding subcontracting opportunities should be directed to designated contacts at Cornerturn LLC. The contract is managed by the Naval Air Systems Command, based in Patuxent River, Maryland, and the project aligns with the NAICS code 541511, which pertains to custom computer programming services.

Naval Air Systems Command, MH-60R Multi-Mission Helicopter Program, PMA-299 intends to negotiate and issue a Delivery Order under Basic Ordering Agreement N00019-22-G-0007 to the Cornerturn LLC on a sole-source basis for the development of the MH-60 Post Mission Playback (PMP) Software for compatibility with Microsoft Windows 11 Long-Term Servicing Channel (Win11 LTSC) and modifications for Java 8/Java 11. This will be a six-month Delivery Order to Cornerturn for the software development and sustainment support during testing. The planned award date is 31 December 2024. This action is being awarded on a sole source basis to the Cornerturn LLC in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The Post Mission Playback (PMP) software, hardware, and software products required for development and sustainment efforts for the MH-60R'are unique and highly specialized. Award to any other entity than Cornerturn would result in a substantial duplication of costs to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the Navy's requirements. Cornerturn has been solely responsible for developing, testing, upgrading, troubleshooting, and modifying Post Mission Playback (PMP) software, hardware and software products required for development, and sustainment of the operational Acoustic Processing software in the MH-60R helicopter. Note: This notice of intent is not a request for competitive proposals. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement, as the development and implementation of PMP requires a substantial initial investment or an extended period of preparation for qualification. However, the Government will consider all proposals received within thirty days after the publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally ne considered solely fo rthe purpose of determining whether to conduct a competitive procurement. Questions concerning subcontracting opportunities should be directed to Mr. Ron Borrell at rborrell@cornerturn.com of CornerTurn, LLC.
