The acquisition is structured as an Indefinite Delivery Requirements contract with a one-year base period and four optional one-year periods, totaling up to five years of performance. The North American Industry Classification System code is 336413 with a small business size standard of 1,250 employees, and while set-asides are not used, numerous small business-related clauses are included with deviations, requiring compliance from all contractors regardless of size. The contract will be funded through individual delivery orders, and pricing is not specified in the document, with all CLINs listed at $0, indicating the government will negotiate fair and reasonable pricing during award. The place of performance is Grand Prairie, Texas, and deliveries are FOB Destination at the USCG Aviation Logistics Center in Elizabeth City, North Carolina, where government personnel will inspect and accept all items in accordance with specified quality standards and packaging requirements, which prohibit foam, Styrofoam, or peanuts and mandate individual containment with full labeling including NSN, part number, and contract information. All supplies must comply with federal sustainability requirements including USDA Biopreferred, EPA Safer Choice, WaterSense, and SNAP Program standards. Award will be made on a Lowest Price Technically Acceptable basis, focusing on price reasonableness and basic pass/fail evaluations of responsibility, technical acceptability, and regulatory compliance.
