This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Solicitation number 12405B19Q0011 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101. The associated NAICS code is 562111 (Solid Waste Collection). This acquisition is for the following item: Clean-up of hurrricane debris from Miami USDA/ARS location as identified in the attached map and per the attached Statement of Work. Contractors responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quotes shall include the following: (1) Evidence of Technical Capability to provide required service; (2) Price with sufficient itemization to demonstrate understanding of the requirement; and, (3) Past Performance information that includes full description of previous work, job location, and full reference contact information. The basis for award shall be the Lowest Price Technically Acceptable (LPTA). LPTA means the expected outcome of the acquisition is selection of the technically acceptable proposal with the lowest evaluated price. For evaluation purposes, technical capability and past performance are approximately equal to price. The government anticipates award of a firm fixed-price (FFP) contract. The solicitation and relevant provisions are attached. Questions must be posed in writing to the Contracting Officer at randal.barnett@ars.usda.gov. The deadline for submission of questions is Thursday, April 25, 2019, 4p.m. CST. A site visit is scheduled for Friday, April 12, 2019. Please see the attached notice for details.
