The Environmental Services Clean City Support program, solicitation number 270177, is a citywide initiative by the City of Tucson's Environmental Services Department to maintain public property and rights-of-way. The selected contractor will provide regular and on-call cleanup services, including rapid response to illegal dumping and public safety hazards, refuse removal from homeless encampments, roadside litter abatement along transportation corridors, and support for community and business district cleanup events. The contract is awarded on an hourly basis for field staff, supervisors, and clerical personnel. The initial term is one year, with the City holding the option to extend the agreement for up to four additional one-year periods. Contractors must complete assigned work within two business days of receiving a work order and submit electronic completion reports, including GPS-stamped before-and-after photographs, within one business day of finishing the task. Performance is subject to random unannounced inspections by the Contract Administrator, and all traffic control measures must comply with the Manual on Uniform Traffic Control Devices and Arizona supplements. Proposals are evaluated based on price, qualifications, experience, and method of approach. Additionally, contractors must adhere to strict safety and compliance standards, including the safe handling of biohazards, ADA regulations, and various cybersecurity frameworks such as NIST and ISO/IEC 27001.
