Middlesex County is seeking proposals from qualified TransitTech vendors to operate, manage, and continue the County's established Ride On Demand (RoD) turnkey microtransit program without disruption, and to implement the incremental expansion pilots identified under the County's Continuity, Capacity & Expansion ("RoD CCE") Model. The CCE Model does not require the County to "spend more" — it is a strategy to coordinate more, share more, utilize existing assets better, and serve more residents per public dollar. Respondent's proposal shall be structured to support the County's ability to draw on the full range of applicable federal and state transit funding consistent with FEDERAL AND STATE TRANSIT FUNDING REQUIREMENTS, outlined throughout the RFP. The selected vendor will deliver a turnkey service including software and operational ecosystem designed to optimize public transit delivery, and will support the County in: (a) a data-informed, phased five-mile expansion of the current service boundary; (b) a public engagement strategy for that expansion; (c) an interlocal agreement model with potential regional and institutional partners; and (d) a first mobility-hub pilot serving the Perth Amboy Magnet Schools.

The scope of work requires the contractor to provide all necessary supervision, labor, materials, equipment, and permits to perform repairs in accordance with industry standards. Services must be available 24 hours a day, 7 days a week, to cover both regular and emergency needs. The County intends to award contracts to a primary and secondary vendor based on the lowest hourly journeyman labor rates for regular business hours. The contractor is responsible for all transportation charges on an F.O.B. destination basis and must provide a minimum one-year warranty on all items. The contract is subject to the Middlesex County Qualified Business Enterprise Set-Aside Program and requires compliance with the Davis-Bacon Act and HIPAA regulations where applicable.
