FURNISHING AND DELIVERY OF TOXICOLOGY SERVICES

The County of Middlesex, through the Office of the Medical Examiner, is soliciting bids for the furnishing and delivery of toxicology services and ancillary laboratory studies. The scope of work includes providing screening and confirmation for various analytes, specifically postmortem toxicology panels for controlled substances, abuse and therapeutic substances, designer drugs, novel psychoactive substances, and synthetic cannabinoids, as well as respiratory virus panels. The contract is structured as an open-ended, purchase-as-needed agreement, with estimated quantities ranging from 30 to 700 tests per category. The contract will be awarded to the lowest responsible bidder, with the County reserving the right to award by individual item, total bid, or a combination thereof. Bidders must submit their proposals electronically via the Middlesex County Electronic Procurement Portal by November 13, 2026. Required documentation includes a bid sheet, price certification, non-collusion affidavit, corporate resolution, and a bidder submittal checklist. A business registration certificate is mandatory before the final award. Compliance requirements are extensive, including adherence to the Davis-Bacon Act, the Contract Work Hours and Safety Standards Act, HIPAA regulations for medical confidentiality, and various New Jersey state laws regarding equal employment opportunities. The contractor is responsible for all transportation charges, with delivery terms set as F.O.B. destination. Payment is processed monthly, with a standard payment term of sixty calendar days from the receipt of a properly executed invoice. Additionally, the contract is subject to the Middlesex County Qualified Business Enterprise Set-Aside Program to encourage diversity among minority, women, veteran, and small business enterprises.
