Solicitation # 121589
The Washington Suburban Sanitary Commission (WSSC) is soliciting sealed responses for solicitation number 121589 to establish a Fire Flow Testing Services program. The contractor will be responsible for the planning, locating, inspection, and testing of fire hydrants and associated water distribution components across various pressure zones in Maryland to evaluate hydraulic performance. Key technical tasks include measuring static pressure, residual pressure, and flow rates, as well as performing traffic setup and maintenance for residential, county, and state roads. The project involves a base quantity of 1,500 fire flow tests, 3,000 hydrant inspections, and 3,000 valve inspections, with pricing options for three additional years. To be considered, bidders must possess at least five years of experience as a prime contractor and provide at least two crews, each led by a professional with three years of expertise. Crucially, at least one crew member must hold a current Maryland Water Distribution System Operator D-1 license. Bidders must also provide a comprehensive equipment list and adhere to AWWA and MDE standards, including specific requirements for chlorinated water discharge. The contract will be awarded to the lowest responsive and responsible bidder who meets all minimum qualifications. Submissions are due by November 30, 2026, via the WSSC eProcurement Portal. Contract administration includes strict quality assurance requirements, requiring the implementation of a QA/QC plan and immediate reporting of residual pressures falling below 20 psi. Contractors must maintain significant insurance coverages, including Commercial General Liability, Pollution Liability, and Errors and Omissions, each with limits up to 2,000,000 dollars. Payment is processed via ACH or procurement credit card within 30 days of acceptance. Additionally, the contract incorporates a Mid-Atlantic Purchasing Team clause, allowing other public entities to utilize the resultant contract terms and pricing.

AI Contract Overview

The National Cancer Institute's Center for Cancer Research plans to award a sole source, firm fixed price contract to GenUs Biosystems for mRNA and miRNA microarray analysis of TSA mouse breast carcinoma cells. This procurement supports research into radiation-induced gene expression changes and the use of radiation as focused biology to increase cancer cell susceptibility to molecular targeted therapy. The selected vendor will provide comprehensive services including RNA amplification, probe synthesis, hybridization, scanning, and detailed data analysis using GeneSpring software. The acquisition is processed under simplified acquisition procedures with a performance period of one month. GenUs Biosystems was identified as the sole source due to their ability to handle extremely small amounts of starting material and their provision of unlimited data consulting, which ensures compatibility with previous research experiments. Interested parties wishing to challenge the sole source determination must submit a detailed statement of capabilities to the contracting office by April 26, 2012.

Full Description

Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Blvd. EPS Room 6074, Rockville, MD, 20852, UNITED STATES Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Radiation Oncology Branch (ROB) plans to procure on a sole source basis analysis of samples using Agilent mRNA and miRNA microarray from GenUs Biosystems, 1807 Janke Drive, Unit M, Northbrook, IL 60062 This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 541380 and the business size standard is $12.0 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance shall be from award through one (1) month. It has been determined there are no opportunities to acquire green products or services for this procurement. CCR / ROB has had a long-standing interest in radiation modifiers, particularly on aspects of the stress response. Over the last 4 years, ROB has developed two themes that are now the focus of the program. This includes the concept of "fingerprinting" drugs using drug concentrations seen in the clinic and have demonstrated for COX-inhibitors (non-specific NSIADS, COX-2 specific and RNAi) there are substantial differences in gene expression among the high concentrations often used for mechanistic studies in the laboratory, the clinically achievable concentrations and RNA interference. Such discordance may account for some of the lack of translation of results from the lab to the clinic. The major emphasis builds on the concept of radiation as "focused biology" such that a radiation dose and schedule can be selected to induce a phenotypic change in the cancer cell such that the cancer is now susceptible to molecular targeted therapy. Initial work was already finished in PC3, DU145 and LNCaP cells using mRNA and miRNA microarray analysis by GenUs Biosystems. The second part of the project is to do the microarray analysis with an in vivo model using TSA mouse breast carcinoma cells grown in syngenic mouse model. This particular project will enable the NCI to find radiation induced gene expression changes in tumors. GenUs is a company that provides full service gene expression analysis using the Agilent Bioarray technology. The company provides amplification of the RNA provided by the NCI laboratory, probe synthesis, hybridization to Agilent microarrys, scanning of the microarrays, and data analysis. This service offers several distinct advantages over other available services. GenUs is the only lab that the NCI is aware of that provides high performance microarray metrics for sensitivity, dynamic range, and reproducibility with extremely small amounts of starting material. In addition, the company is the only one to offer comprehensive data analysis, which is included in their price. The analysis is conducted using GeneSpring software, which is one of the leading microarray data analysis packages available today. They provide unlimited data consulting time for the data analysis, in whichever combination NCI requests, even after 3 months. This includes customized analysis and explanation of genomic data, data mining, integrated analysis of sequence and expression data, and cross-reference of public genomic databases. In order to be able to expand and complete the ongoing research using established treatments, the microarray analysis must be compatible with previous experiments. Changing variables at this time will be detrimental to current gene expression analysis being performed in the NCI laboratory. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 11:00 AM EST, on April 26, 2012. For further information, please contact Terry Galloway, Contract Specialist via electronic mail at contact@example.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. No faxed or emailed capability statements will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA). Reference: NCI-120053-TG on all correspondence.
