The solicitation is issued as a Request for Proposal (RFP) under restricted competition according to 10 U.S.C. 2304 (c)(1) and will be available online only, with no hard copies provided. Pricing includes breaks for quantities up to 250 units but does not offer quantity options. The approved manufacturer for this item is Natel, and the government is not utilizing commercial item acquisition procedures for this solicitation. Suppliers must be qualified through the Joint Certification Program (JCP) or hold appropriate export-control licenses, reflecting the item's regulated technical data. The contract stipulates that only trusted sources agreeing to Deoxyribonucleic Acid (DNA) marking in compliance with DLA requirements will be eligible for award, ensuring supply chain integrity and authenticity. The awardee will have the opportunity to be reimbursed for DNA marking costs, which include licensing, unique marking materials, authentication programs, and training, based on approved pricing by Applied DNA Sciences. The procurement process includes an online Reverse Auction allowing price visibility between anonymous offerors, with the final auction price serving as the final proposal. No price adjustments are permitted after auction closure unless further discussions are authorized. Inspection and acceptance will occur at the destination, and shipment terms are F.O.B. origin with first destination transportation paid. This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offerors (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror's proposed pricing (e.g., "Offeror A"). By submitting a proposal in response to the solicitation, offerors agree to participate in the Reverse Auction and that their prices may be publicly disclosed, including to other offerors, during the Reverse Auction. An offeror's final auction price will be considered its final proposal revision. No price revisions will be accepted after the close of the Reverse Auction, unless the Contracting Officer decides that further discussions are needed and final proposal revisions are again requested in accordance with FAR 15.307.
