Microsoft Cloud Modernization Proposal

The Jefferson County Clerk’s Office is soliciting proposals under RFP 270053 for a qualified firm to provide professional consulting, implementation, licensing, and software and hardware solutions for Microsoft Cloud Modernization. The scope of work focuses on three primary areas: infrastructure modernization, including the assessment and migration of virtualized environments; identity and access management, featuring the deployment of multi-factor authentication and directory synchronization; and the design of an endpoint and mobile device management platform. The project requires strict adherence to the Kentucky Open Records Act and specific state laws regarding the protection of personal information and security breach responses. Award decisions will be based on the best overall value, evaluated through a weighted scoring system: technical approach and scope of services (30%), firm qualifications and experience (25%), cost proposal (20%), staffing and customer service plan (15%), and references (10%). Proposers may suggest fixed fees, milestone-based pricing, or time-and-materials pricing for change orders, with all costs remaining valid for 90 days. Submission requirements include a vendor information form, an IRS W-9, and certifications regarding minimum wage and local vendor preferences.
