PROVO CITY SHARED MICROMOBILITY PROGRAM
Solicitation # PR2026001041
Provo City, Utah, is soliciting proposals for a vendor to develop, install, operate, and maintain a comprehensive shared micromobility program featuring a fleet of electric bikes and electric scooters. The program aims to provide a sustainable alternative to single-occupancy vehicle trips, focusing on first-mile/last-mile connectivity within the public right-of-way. The selected vendor will be responsible for all infrastructure, including docking and parking solutions, as well as ongoing maintenance, cleaning, and fleet rebalancing. To ensure equity, the system must include pricing and access options for users without smartphones or credit cards. The contract is intended for an initial three-year term with two optional one-year extensions, with a target launch date of December 2026. This is a vendor-funded initiative, meaning Provo City does not expect to contribute funds for the program's launch or maintenance. The successful vendor must provide a financially viable proposal and is required to provide a 100,000 dollar irrevocable letter of credit as performance security. Proposals will be evaluated on a weighted scale focusing on firm experience, proposed strategies, financial considerations, technology, and sustainability. Key technical requirements include the use of Class 1, 2, or 3 e-bikes and strict adherence to vehicle identification and safety labeling. Submissions are due by November 6, 2026, via the Bonfire portal and must include a signed vendor statement and detailed qualifications.

Cobb Community Transit (CCT) started operations on July 10, 1989, providing service along five (5) local routes. CCT was re-branded as CobbLinc in 2016 and currently transports an average annual ridership of one (1) million, post pandemic. In 2026, CobbLinc will celebrate 37 years of providing transit service in Cobb County. The CobbLinc system is comprised of: Fixed route service (nine routes) Rapid service (1 route) Paratransit service Transportation Voucher Program Microtransit Circulator service (one free route in the Cumberland area) Park-and-ride facilities (Acworth, Busbee, Floyd Road, Mableton, Marietta, & Town Center/Big Shanty) Transfer centers (Marietta Transfer Center & Cumberland Transfer Center) CobbLinc is operated through a service agreement with a private operator providing complete fixed-route operations, paratransit operations, maintenance, safety, and customer service. Adopted in Spring 2022, the Cobb Forward 2050: Comprehensive Transportation Plan included a recommendation to replace our three existing on-demand FLEX-zones with a single, larger On Demand Micro Transit zone. The 30-year long range plan recommends expanding the On Demand Micro Transit system across most of the county. Cobb County's Microtransit Pilot Project was selected for funding assistance by the Atlanta-Region Transit Link Authority (ATL) based on pre-determined criteria. Federal, state and local funding is available to fund the project for an initial two-year period. The proposed Microtransit service will include curb-to-curb service within the Acworth/Kennesaw/Town Center service area and will connect to other transit services in Cobb County and the Atlanta region. During initial operations, the project will be closely monitored and evaluated by CobbLinc and the ATL. Based on selected key performance indicators and successful evaluation, a third year of funding may be authorized by the ATL for the Microtransit Pilot Project.
