Full Description

The Federal Bureau of Investigation intends to award a one time, fixed price, sole source contract with Aviat Networks, under RFQ 5441. The government intends to solicit and negotiate with one source under the authority of FAR Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C. 2304 (c)(1). This notice will be distributed only through the General Services Administration's Federal Business Opportunities (FBO) website, www.fedbizopps.gov. Aviat Networks is to provide Service License Agreement (SLA) for repairs to the FBI's installed base of Aviat Networks Constellation and Truepoint Microwave Radio Systems. Based on market research utilizing trade publications, internet searches, attempts to obtain repairs on the systems, and product analysis, it has been determined that the FBI's requirement can only be provided by Aviat Networks. The FBI procured a quantity of Aviat Networks Constellation and Truepoint Microwave Systems between 2005-2009, via a contract with Aviat, formerly Harris Corporation, Microwave Communications Division. The manufacturer discontinued both product lines December 31, 2010, and these product lines are now only supported by Aviat Networks for repairs. This Notice of Intent is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to this requirement or submit quotes to this office by Monday, May 19, 2014, 9:00 am, by email only, to Mrs. Margaret D. Einspahr, Contracting Officer, at contact@example.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone requests will not be considered. A determination not to compete this procurement is solely within the discretion of the Government.
