Enabling Technology for Future Missions
Solicitation # 9F063-20260085
The Canadian Space Agency (CSA) is soliciting proposals under solicitation number 9F063-20260085 for the development of one to three enabling technologies to support future space missions. The primary objective is to advance strategic technologies to reduce technical uncertainties and support the implementation of future Canadian space activities. A specific focus of this effort is the maturation of a lightweight, athermal reflecting telescope capability to Technology Readiness Level (TRL) 5. This includes the delivery of a reflecting telescope brassboard validated for Low Earth Orbit (LEO) vibration and thermal-vacuum environments, intended for Earth Observation imaging payloads on CubeSats of 4U or larger, with the telescope itself being 2U or less. Key performance targets include a Ground Sampling Distance of less than 7 metres and a swath width greater than 5 km. The project is planned for a duration of 16 months, structured around five key milestones: a Kick-off meeting, Preliminary Design Review, Detailed Design Review/Work Authorization Meeting, Test Readiness Review, and a Final Review meeting. Deliverables include the hardware brassboard, CAD and performance analysis models, software, and a Technology Roadmap for advancing to TRL 6-8. This solicitation is restricted to Canadian suppliers. Awards will be based on the highest combined rating of technical merit (60 percent) and price (40 percent), with a minimum technical score of 70 points required for consideration. The procurement process includes strict requirements for security clearances, intellectual property disclosure, and adherence to environmentally preferable packaging standards.

Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library
Solicitation # 80JSC025_CLDC_TECH_LIBRARY
The Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library, managed by the NASA Johnson Space Center, serves as a centralized repository of technical standards, plans, and guidelines for potential offerors. This initiative is part of a broader strategy to support the development of private LEO space destinations and supporting systems as NASA prepares for the retirement of the International Space Station. The library provides a series of data drops containing both controlled and uncontrolled technical data, including standards for docking systems, payload interfaces, and crew health operations. It also outlines specific NASA center capabilities and high-value engineering products available to industry partners to reduce technical and schedule risks. It is important to note that this activity is a special notice and does not constitute a Request for Proposals, Invitation for Bid, or Request for Quotation. No proposals are to be submitted in response to this notice, and it does not represent a commitment by the government to enter into a contract. Access to export-controlled content requires the submission of a specific request form and compliance with U.S. export regulations, including the implementation of Technology Transfer Control Plans and Non-Disclosure Agreements for foreign nationals. The library is intended to keep industry updated on current NASA technical standards in anticipation of future FAR-based acquisitions.

B.7 The Heliophysics Low-Cost Access to Space
Solicitation # NNH25ZDA001N-LCAS
The Heliophysics Low-Cost Access to Space (H-LCAS) program, solicitation NNH25ZDA001N-LCAS, is a research opportunity managed by the NASA Science Mission Directorate. The program supports the development and maturation of innovative instruments, technologies, and flight investigations using sounding rockets, high-altitude balloons, CubeSats, or airborne platforms. Projects are categorized as either science or science-enabling and are evaluated based on their scientific and technical merit, relevance to the 2024-2033 Heliophysics Decadal Survey or NASA strategic objectives, and cost reasonableness. Awards typically have a duration of three years, with a maximum of four years available upon justification, and are expected to start approximately six months after the proposal due date. Eligible organizations of all types may propose, though participation by the People's Republic of China is prohibited and non-U.S. organizations may participate on a no exchange of funds basis. Applicants must be registered in SAM.gov and provide a Unique Entity Identifier. Proposals must be submitted electronically via NSPIRES by an Authorized Organizational Representative and include a 20-page Science-Technical-Management section, a 4,000-character summary, and required non-anonymized attachments including a total budget, a Payload Reference Document, and an Expertise and Resources appendix. Key deliverables include the development of flight hardware, the archiving of calibrated data in a NASA online facility, and publication in professional journals.

NASA's Goddard Space Flight Center (GSFC) plans to award an Indefinite Delivery, Indefinite Quantity (IDIQ) contract to the Virginia Commercial Space Flight Authority (VCSFA) under the commercial name of Mid-Atlantic Regional Spaceport (MARS) for launch site services supporting missions conducted from GSFC's Wallops Flight Facility (WFF). VCSFA has had a Reimbursable Space Act Agreement with NASA since 1997 that potentially runs through 2032. VCSFA currently owns two orbital launch pads and a third is being built on the WFF launch range that are currently suitable for launching orbital payloads and supporting equipment. VCSFA maintains significant specialized technical knowledge related to national launch system designs and processes; and since the launch pads are owned and operated by VCFSA, NASA will not have to ability to use any of those launch pads for NASA-sponsored launches beyond December 7, 2019. In addition, VCSFA currently has the only FAA license to operate a launch site at WFF to conduct government and commercial launches. VCSFA also owns one UAS runway on WFF island that is suitable for flying government and commercial UAS vehicles. VCSFA maintains significant technical knowledge related to UAS operations and airfield maintenance. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contract no later than 4:30 p.m. local time on July 18, 2019. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84 (Nov 2011), Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/OMB.html.
