The City of San Diego is vacating two public easements totaling approximately 4,800 square feet located at 4063 Polk Avenue, which currently house sewer and utility infrastructure serving only the existing property. These easements, Parcel A and Parcel B, are being extinguished under San Diego Municipal Code 125.1030(b)(2), with the City conveying its interest via quitclaim deed to the San Diego Unified School District (SDUSD), which will retain operational and maintenance rights over the existing utilities within the vacated area. No physical changes or development are proposed as part of this action. The site, a former elementary school now used for the TRACE alternative school program, a Safe Parking Program, and Fern Street Community Arts, is situated within the City Heights neighborhood and is zoned RM-1-3 with multiple overlays including Transit Priority, Affordable Housing Demand, and Sustainable Development. The property is part of a larger area governed by the Mid-City Communities Plan Update, which was certified by the City Council in 1998 and encompasses various urbanized neighborhoods in central San Diego. The legal descriptions of the easements are tied to recorded maps from 1906 and 1990, with associated assessor parcel numbers 454-762-12-00, 454-763-28-00, and 454-763-29-00. The action supports continued use of the site for educational and community services under the existing land use framework without altering the physical environment.
