Oregon State University intends to contract for the provision of a Freefly Astro Max unmanned aerial system (UAS) from Frontier Precision, Inc as a sole source because of the uniqueness (design, capability, nature) of the goods and/or services the contractor being the single provide of the goods and/or services. The selected system must support a minimum 3 kg (6.6 lb) payload capacity, provide 28–43 minutes of flight endurance, utilize a folding portable airframe, and include an integrated Smart Dovetail payload interface capable of delivering power, telemetry, Ethernet, and MAVLink communications directly to advanced sensors without external wiring. The system must support RTK/PPK GNSS positioning for centimeter-level spatial accuracy, autonomous flight planning and mission execution, and compatibility with survey-grade photogrammetry and LiDAR payloads. In addition, the platform must be NDAA compliant, listed under the DIU Blue UAS framework, and utilize secure hardware and encrypted communications suitable for federally funded projects. The system must also support intelligent battery management, dual-battery operations, and enterprise-grade flight control architecture.
