Mill Creek Natural Resource Training and Education

The U.S. Army Corps of Engineers, Walla Walla District, is seeking organizations to enter into a cooperative agreement for the Mill Creek Natural Resource Training and Education program, with a period of performance from June 4, 2026, through November 30, 2026. The total estimated funding is $35,930, focused on outdoor education, youth job training, flood control infrastructure maintenance, environmental stewardship, and public engagement in Walla Walla, Washington. The program emphasizes challenging training experiences for young adults aged 18 and older, supporting their transition into careers in water and natural resource management. Activities include vegetation and debris removal, invasive species control, trail maintenance, prescribed burning, and landscaping, conducted in 3–4 one-week sessions annually. Applicants must demonstrate proven success in executing youth training programs, have experience with conservation initiatives, and possess adequate financial, technical, and managerial capacity to deliver the program. Evaluation is merit-based, favoring applicants with greater relevant experience, and the award will be made through a trade-off process without reliance on price alone. The contracting officer is Victoria Conway, who also serves as the Grants Officer with sole authority to bind the government, and proposals must be submitted electronically via Grants.gov or email by 10:00 AM PT on May 28, 2026. Applicants must be registered in SAM.gov with a Unique Entity Identifier and submit required forms including SF-424, SF-424A, a program narrative, SF-LLL, and certification documents. Compliance with EM 385-1-1, FED-OSHA, and 2 CFR Part 200 is mandatory, including safety protocols, budget controls, subaward administration, and proper handling of USACE-owned tools and equipment, which must be returned in like-new condition. The recipient must also maintain integrity and business ethics, report any delinquent federal debt or lobbying activity, and indemnify USACE against liabilities resulting from noncompliance. The government retains full authority to terminate for material noncompliance, and changes to key personnel require formal modifications approved solely by the Grants Officer.
