The Air Force Material Command’s Air Force Life Cycle Management Center, Long Range Systems Division, intends to award follow-on sole source contracts to Raytheon Missile Systems in Tucson, AZ, under FAR 6.302-1 authority. These contracts will cover the procurement of Miniature Air Launched Decoy-Jammer (MALD-J) production units from Lots 9 through 14, as well as related efforts including parts obsolescence management, sustainment, aircraft integration, non-warranty repairs, technical support, and the development of future MALD variants that do not modify the fundamental vehicle design. Raytheon is the only source capable of fulfilling these requirements as the original producer and sustainment provider with exclusive access to the critical vehicle information and qualified design needed to meet government specifications and delivery timelines. The Air Force currently lacks the developmental funding and technical data package to develop a new MALD system or to contract with alternative suppliers. Consequently, this action utilizes a class justification and approval for sole source contracting with Raytheon. The program is managed at Eglin AFB, FL, with performance at Raytheon’s Tucson facility. For contract-related inquiries, Andrea Matson serves as the Contracting Officer, while Ms. Jill Willingham is the AFLCMC Ombudsman. This procurement ensures continued availability and support for the MALD-J system, a vital capability in the Air Force’s long-range systems portfolio.

The Air Force Material Command, Air Force Life Cycle Management Center, Long Range Systems Division, Miniature Air Launched Decoy (MALD) Branch, AFLCMC/EBJM, intends to utilize a class justification and approval for follow-on sole source contracts under the authority of FAR 6.302-1, to Raytheon Missile Systems( RMS), Tucson, AZ, to procure the following efforts: purchase of present and future annual Miniature Air Launched Decoy-Jammer (MALD-J) Production Units Lots 9-14; parts obsolescence management, sustainment, aircraft integration, non-warranty repair, technical support, and development of any future variants based on the MALD design, provided such development does not alter the basic MALD vehicle design. The only known source that can satisfy these requirements is RMS, the original MALD producer and sustainment provider; because it solely possesses the critical vehicle information and qualified vehicle design to meet Government requirements and delivery schedules. The Air Force has no developmental funding to develop, demonstrate and test a new MALD system and does not own the Technical Data Package/Drawings to provide to other sources. This information serves as notice that the MALD program office will be using a class justification and approval. The AFLCMC Ombudsman is Ms. Jill Willingham, (937) 255-5472. For contractual issues, contact Andrea Matson, Contracting Officer (850) 882-0204 (andrea.matson.1@us.af.mil).

Landsat 10 Spacecraft
Solicitation # 80GSFC26R0015
The National Aeronautics and Space Administration’s Goddard Space Flight Center is soliciting proposals for the acquisition of the Landsat 10 Spacecraft under RFP 80GSFC26R0015, which supersedes the previous draft issued in May 2026. The contract seeks a spacecraft capable of delivering multi-spectral imagery across visible to shortwave-infrared and thermal infrared bands to support long-term monitoring of Earth’s land surfaces and coastal regions, with a mission objective to operate continuously for at least five years. The spacecraft will be placed in a 653-kilometer sun-synchronous low-Earth orbit and equipped with the Landsat Instrument Suite, providing 26 spectral bands with a ground sampling distance between 10 and 60 meters and a 164-kilometer swath width. NASA will provide the space and launch services segments, while USGS will manage the ground system and mission operations. The contractor is required to deliver detailed analytical models, including 3D CAD, thermal, structural, dynamic, and attitude control subsystem models, as well as comply with stringent environmental standards covering radiation, space charging, magnetics, atomic oxygen, and micrometeoroid/orbital debris exposure, with microcircuit requirements aligned to MIL-STD-883. Key deliverables include the spacecraft and related models to be submitted to the Landsat 10 Project Office, alongside adherence to interface requirements defined in multiple attachments for spacecraft-to-ground, payload-to-launch, and space environmental systems. The response deadline has been extended to August 31, 2026, at 1:00 p.m. EST, and the solicitation includes updated documentation such as the Spacecraft Contractor Standards, a revised Master Equipment List, and a DPAS rating of DO-C9 on the SF-1449 form. Government-furnished equipment, including flight umbilical connectors, launch services support, and propellant, must be coordinated with schedule milestones ranging from L-18 months to L-1 month, with payload processing facilities provided by the government from L-60 days through L+7 days. No cost or pricing data, evaluation factors, or contract value estimates are specified in the release.

No other entity possesses the necessary capabilities to meet the government's needs, justifying the use of 10 U.S.C. 2304(c)(1) and FAR 6.302-1 authority. Subcontracting opportunities may be available through direct engagement with Boeing, and all inquiries should be directed to the point of contact provided. The solicitation number is N00019-26-RFPREQ-WPM201-0274, posted on August 4, 2026, with responses due by August 19, 2026, under a presolicitation notice. Next Generation Counter-Small UAS Missile (NGCM)
Solicitation # PANRSA-26-P-040123
The U.S. Army is seeking industry input on a Next Generation Counter-Small Unmanned Aircraft System Missile (NGCM) to enhance capabilities against Group 2 and Group 3 small drone threats through extended range, rapid launch, and reduced time-to-target. The initiative aims to develop a missile system capable of engaging targets beyond 16 kilometers at 6 kilometers altitude and up to 25 kilometers at 8 kilometers altitude, with a launch response time under five seconds from operator initiation. The missile must integrate seamlessly with the existing Coyote Launcher and compatibility with the IBCS-M architecture and multiple radar systems including KuRFS, Sentinel A3/A4, LTAMDS, PATRIOT, and TPQ-53, using an all-weather RF seeker.
