AI Contract Overview

NASA Langley Research Center intends to procure custom-designed miniature unsteady pressure transducers from Kulite Semiconductor Products, Inc. under FAR Part 12 for commercial items. Because these transducers were custom-designed for NASA and are essential for maintaining continuity in ongoing testing across various centers, Kulite is identified as the sole manufacturer and authorized seller. The government has determined that seeking an alternative source would result in a substantial duplication of time and resources without expected cost recovery through competition. Interested organizations were invited to submit their capabilities and qualifications to Emily N Black by December 26, 2018, to determine if the procurement should be conducted on a competitive basis. This award notice, associated with solicitation number 4200685243Q and NAICS code 336413, specifies that the government maintains sole discretion over the competition process and that NASA Clause 1852.215-84 regarding the Ombudsman is applicable.

Full Description

NASA/LARC has a requirement for custom-designed miniature unsteady pressure transducers. NASA/LARC intends to purchase the items from Kulite Semiconductor Products, Inc. Kulite is the only manufacturer of these custom-designed transducers and no other company is authorized to re-sell them. These transducers have been custom designed for NASA, and tests have previously been performed with them at other centers. It is important that the same transducers are purchased in order to ensure continuity in testing. It would take substantial duplication of resources and time for another source to provide the required service and this additional expense is not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 12/26/2018. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable.
