AMENDMENT 0005 (Issued 31 July 2026):

PURPOSE OF AMENDMENT 0005:

The purpose of this amendment is to incorporate several administrative updates into the solicitation and to extend the proposal submission deadline.

1.  Administrative Updates:

    This amendment modifies the solicitation to update the CLIN structure, revise the method for satisfying the guaranteed minimum, and complete necessary fill-ins in Sections A, B, F, and I.

2.  Forthcoming Statement of Work Revision:

    The Government is finalizing the Base IDIQ Statement of Work (Attachment 1). It will be issued via a subsequent amendment as soon as it is available.

3.  Extension of Proposal Submission Deadline:

    The deadline for the receipt of electronic proposals is hereby extended to provide all offerors sufficient time to prepare their proposals. The new deadline is:

    Monday, August 24, 2026, at 4:30 p.m. CDT.

4.  Acknowledgment of Amendments:

    Offerors must acknowledge receipt of all amendments issued (0001 through 0005) with their proposal submission.

All other terms and conditions of the solicitation remain unchanged and in full force and effect.

AMENDMENT 0004 (Issued 20 July 26):

PURPOSE OF AMENDMENT 0004:

The purpose of this amendment is to provide responses to industry questions and issue revised solicitation documents for the Mock Seed Project and the Pricing Schedule, as well as to extend the proposal due date to 3 August 2026.

1.  Solicitation Clarifications:
    Attachment, Solicitation_QA_FA452826R0001 (Amendment 0004 - 20 July 2026), is hereby incorporated into the solicitation.

2.  Revised Attachments:
    The following attachments are replaced and provided with this amendment:
    -Attachment 2 - Mock Seed Project SOW (Amendment 0004 - 20 July 2026)
    -Attachment 9 - Pricing Schedule (Amendment 0004 - 20 July 2026)

3.  Deadline Extension:
    The closing date for receipt of proposals is extended from July 20, 2026, to August 3, 2026, at 1:00 PM CDT. The deadline for receipt of Past Performance Questionnaires is likewise extended.

4.  Acknowledgment:
    Offerors must acknowledge receipt of Amendments 0001, 0002, 0003, and 0004.

 5. Statement of Work:

      The The Flooring MACC Statement of Work has not been updated at this time. An updated statement of work will follow this ammendment to incorporate all changes necessary as a result of the Q&A.

AMENDMENT 0003 (Issued 2 July 26):

PURPOSE OF AMENDMENT 0003:
The purpose of this amendment to Solicitation FA452826R0001 is to extend the deadline for the receipt of proposals to allow offerors sufficient time to prepare and adjust their proposals in response to upcoming technical clarifications.

1. Extension of Proposal Due Date:
The deadline for the receipt of electronic proposals is hereby extended:
FROM: Monday, July 6, 2026, at 1:00 p.m. CDT
TO:   Monday, July 20, 2026, at 1:00 p.m. CDT

Proposals must be submitted electronically to 5CONS.PKAC.FlooringMACC@us.af.mil. Hard copy or facsimile submissions will not be accepted.

2. Questions Deadline Unchanged:
The deadline for the receipt of questions (Thursday, June 18, 2026, at 1:00 p.m. CDT) as established in Amendment 0001 has passed and remains unchanged. No further questions are being accepted.

3. All Other Terms Unchanged:
All other terms, conditions, and requirements of the original solicitation, Amendment 0001, and Amendment 0002 remain unchanged and in full force and effect.

Offerors must acknowledge receipt of Amendment 0001, Amendment 0002, and Amendment 0003 with their proposal submission.
 

AMENDMENT 0002 (Issued 10 Jun 26):

PURPOSE OF AMENDMENT 0002:
The purpose of this amendment is to correct an administrative error in Amendment 0001 and to replace previously unreadable solicitation attachments.

1. Administrative Correction to Amendment 0001:
The final sentence of the text in Block 14 of Amendment 0001 is hereby corrected to read:
"Offerors must acknowledge receipt of this amendment by signing and returning a copy of this SF 30 with their proposal submission, or by acknowledging the amendment number and date in Block 19 of the SF 1442."

2. Replacement of Locked Documents:
It was identified that two solicitation attachments posted to SAM.gov contained security settings preventing offeror access. The following attachments have been corrected and are re-uploaded with this amendment:

• Attachment 1 - Flooring MACC Statement of Work (SOW)

• Attachment 3 - Flooring IDIQ MACC Ordering Guide
  (Offerors are instructed to utilize the versions of these documents uploaded with Amendment 0002).

3. Deadlines Unchanged:
The extended deadline for receipt of questions (Thursday, June 18, 2026, at 1:00 p.m. CDT) as established in Amendment 0001 remains in full effect. The deadline for receipt of proposals remains unchanged.

4. All other terms, conditions, and requirements of the original solicitation and Amendment 0001 remain unchanged and in full force and effect.

Offerors must acknowledge receipt of both Amendment 0001 and Amendment 0002 with their proposal submission.

AMENDMENT 0001 (Issued 5 Jun 26):

PURPOSE OF AMENDMENT 0001:
The purpose of this amendment to Solicitation FA452826R0001 is to correct an administrative error regarding the deadline for the submission of offeror questions.

1. The deadline for all questions regarding this solicitation is hereby changed FROM Tuesday, May 26, 2026, at 1:00 p.m. CDT TO Thursday, June 18, 2026, at 1:00 p.m. CDT.

2. A revised Section L (Instructions, Conditions, and Notices to Offerors), incorporating this corrected date in paragraph L.1.5, is attached hereto and replaces the previous version in its entirety.

3. The deadline for the receipt of proposals remains unchanged.

4. All other terms, conditions, and requirements of the original solicitation remain unchanged and in full force and effect.

Offerors must acknowledge receipt of this amendment by signing and returning a copy of this SF 30 with their proposal submission, or by acknowledging the amendment number and date in Block 14 of the SF 1442.

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 12, in conjunction with the procedures in RFO Part 36 and the principles of RFO Part 15. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued separately.

Solicitation number FA4528-26-R-0001 is issued as a Request for Quotations (RFQ) for a Multiple Award Construction Contract (MACC) to provide flooring installation, repair, and replacement services at Minot Air Force Base, North Dakota.

This acquisition is a 100% Small Business Set-Aside under NAICS code 238330.

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01. The full text of provisions and clauses may be accessed electronically at https://www.acquisition.gov/far-overhaul.

The Government intends to award approximately three (3) to five (5) Firm-Fixed-Price Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts as a result of this solicitation. All responsible small business sources may submit a proposal which shall be considered by the agency.
