Y--MINUTE MAN NHP - DOMESTIC WATER IMPROVEMENTS

The National Park Service is soliciting proposals for domestic water improvements at Minute Man National Historical Park in Concord, Massachusetts. This total small business set-aside construction project involves installing a new domestic water line at the Inferrera House and drilling a new well at the Rego House. The scope of work includes decommissioning existing wells, trenching and installing HDPE waterlines and electrical service, tying into municipal water service, installing meter pits and pressure tanks, pump testing, water sampling, and site restoration. All work must adhere to National Primary Drinking Water Regulations and be performed by a MassDEP Certified Well Driller. The contract is a fixed-price construction effort with a period of performance from December 30, 2026, to August 28, 2027, allowing 240 calendar days for completion. Award will be based on the Lowest Price Technically Acceptable process, evaluating offerors on project experience, MassDEP certifications, and past performance. Required submissions include a bid bond (SF 24), a detailed price schedule, and evidence of at least three relevant projects completed within the last five years, including MassDEP Well Completion Reports for the Lincoln and Concord areas. Administrative requirements include electronic invoicing via the Invoice Processing Platform and compliance with Davis-Bacon Act prevailing wage rates. Contractors must maintain active registration in the System for Award Management and provide performance and payment bonds.
