AI Contract Overview
SLAC National Accelerator Laboratory, operated by Stanford University for the Department of Energy, has issued Solicitation SLAC_360851-A for the fabrication and delivery of eight mirror benders and associated flexure kinematic mounts for the LCLS-II-HE beamlines at DXS and CXI. The solicitation, amended to extend the proposal deadline from May 29, 2026, to June 9, 2026, with a final response deadline of June 10, 2026, requires firm fixed price proposals submitted electronically in PDF format to giangn@slac.stanford.edu. Offerors must comply with SLAC’s internal specifications, including ultra-high vacuum standards, drawing references such as DSG-000064959 and DSG-000099267, and adherence to SLAC-I-030-714-001-04 and FP-202-631-14 for fabrication and quality control. Technical evaluations prioritize the ability to meet specifications, manufacturing and metrology capabilities, quality assurance programs, and past performance, with a three-tier rating system of EXCEEDS, MEETS, or DOES NOT MEET; financial stability is assessed via Dun & Bradstreet SER scores, and price proposals are evaluated for realism and reasonableness relative to SLAC’s independent cost estimate, without being the sole award factor. The award will be made on a Best Value Trade Off basis, not as Lowest Price Technically Acceptable, allowing selection of a higher-priced but superior technical offeror. Packaging and marking must conform to SLAC-specific guidelines, including environmental monitoring, ergonomic handling, and clear labeling with SLAC’s delivery address, and all items must be delivered FOB Destination for domestic vendors or CIP SLAC duty unpaid for international vendors to Building 33 in Menlo Park, California. Acceptance is solely at SLAC via source, receipt, and site acceptance tests, with SLAC retaining final right of rejection. Offerors must complete SLAC representations and certifications, including the Buy American Act, UEI and tax identifiers, and affirm compliance with employment and whistleblower protections. Key personnel changes require 30 days’ notice and SLAC approval, and subcontract administration is exclusively controlled by Giang Ngo, with no authority vested in the technical representative. Options for increased quantities or term extensions exist as unilateral rights of SLAC, with advance notice requirements.
