AI Contract Overview
The 35th Operations Support Squadron at Misawa Air Base, Japan, is seeking qualified vendors to supply inflatable training decoys for SEAD training operations, with delivery required directly to the base. The solicitation, identified as FA520526QB102, is a combined RFQ with a response deadline of 9 July 2026 at 5:00 PM EST, extended from the original date to allow offerors additional time to prepare. Proposals must meet strict technical requirements: decoys must be radar and infrared significant, true to the size of the systems they replicate, and equipped with gasoline-powered generators or blowers capable of sustained operation for at least six hours. All items must be transportable in the bed of a pickup truck and deployable within 20 to 30 minutes, with exterior vinyl skins, weather resistance, and thermal stability between 20 and 50 degrees Celsius. Mandatory items include one SA21 Fire Control Radar Tombstone, two SA21 Erected Target Engagement Launder, one SA21 Transport Target Engagement Launcher, one C2 Vehicle, two CSA16 Target Engagement Radar units, three CSA16 Target Engagement Launchers, one CSA12 Threat Launcher, and one CSA6. Optional items include two Patriot Launchers, one Patriot FC Radar, and two additional C2 Vehicles. Awards will be made on an all-or-none basis to the responsible offeror whose quote is technically acceptable and represents the best value at the lowest price. Only the lowest three priced quotes will undergo technical evaluation, with technical acceptability serving as a mandatory pass/fail gate. All quotes must include pricing for every CLIN, and if optional items are later exercised, pricing must remain fixed at the original award rate. Funds are not currently available; any contractual obligation is contingent on future appropriation and written confirmation from the Contracting Officer. The resulting contract is exempt from Japanese customs duties and taxes under the Status of Forces Agreement. Offerors must be registered in SAM with a valid CAGE code and Unique Entity ID, and must also be registered in WAWF to submit electronic receiving reports and invoices. The contractor must comply with all applicable FAR and DFARS clauses, including Buy American provisions, prohibitions on procurement from Xinjiang and the Maduro regime, safeguards for information systems, and requirements for ethical conduct and anti-trafficking measures. Shipping must use the provided APO or physical address, with deliveries coordinated through the designated POC. All proposals must include supporting documentation
