N059--PUBLIC ADDRESS SYSTEM STATION (VA-26-00046693)
Solicitation # 36C25526Q0243-1
This firm-fixed-price contract, set aside for Service-Disabled Veteran-Owned Small Businesses, tasks a contractor with the complete removal and replacement of the public address system across the Robert J. Dole VA Medical Center campus in Wichita, Kansas. The project is a turnkey solution encompassing the design, procurement, installation, programming, testing, and training for a modern, fully monitored system. Key technical requirements include decentralized zone control, message storage, self-health monitoring, and a new fiber backbone that remains independent of the existing enterprise network. The system must be Biamp Vocia or an equivalent, meeting all medical and public safety standards. The period of performance is 180 calendar days following the Notice to Proceed. The contractor must execute the project in phases to minimize outages and provide a two-year service period upon completion, alongside a five-year manufacturer warranty on all equipment. Evaluation for award is based on a tradeoff decision where non-price factors, such as technical approach, past performance on relevant public address projects, and the availability of local service providers within a one-hour drive of the facility, are significantly more important than price. The contractor is also responsible for adhering to OSHA safety procedures, providing a Job Hazard Analysis for each phase, and maintaining strict key control and physical security protocols on-site.
