Missile Defense Agency - Advanced Planning Services

The Missile Defense Agency (MDA) is establishing a multiple-award Indefinite Delivery-Indefinite Quantity (IDIQ) contract for multi-disciplined Architect-Engineer (A-E) services. The objective is to provide advanced planning, conceptualization, and engineering support for mission-critical infrastructure, including missile control buildings, radar and launch facilities, power plants, and communications centers. The scope covers the entire project lifecycle, from initial site investigation and feasibility studies to engineering support during construction. While primarily based in the U.S., the work may extend to OCONUS locations, requiring expertise in host-nation design codes and extreme environmental conditions. The contract has a total capacity not to exceed $95,000,000, structured with a 12-month base period, four 12-month option periods, and a six-month extension option. Selection is based on demonstrated competence and qualifications via SF 330 submissions, with evaluation criteria focusing on specialized experience, professional qualifications, past performance, capacity, and knowledge of locality. Awardees must maintain a Secret level facility security clearance and adhere to strict quality management standards, including the submission of a base Quality Management Plan within 30 days of award. Task orders may be issued as Firm-Fixed-Price or Cost-Plus-Fixed-Fee engagements. Contractors are required to use the Wide Area WorkFlow (WAWF) system for invoicing and must comply with DFARS cybersecurity standards and ADAAG/UFAS accessibility guidelines.
