Missile Defense Agency (MDA) Sensors Directorate (SN) US Army Navy/Transportable Surveillance and Control Model 2 (AN/TPY-2) Production Contract - Synopses of Proposed Contract Actions Date: March 23, 2021 Location: Missile Defense Agency 5224 Martin Road Redstone Arsenal, AL 35898 Office: MDA-SNK Contract Number: HQ0147-12-C-0006 Point of Contact: Brandon Smith, Procuring Contracting Officer Product or Service Code: 5840, Radar Equipment, except Airborne 1265, Fire Control Transmitters, Transmitter-Receivers, Receivers, Receiver-Regulators NAICS: 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Instrument Manufacturing Distribution Statement A: Approved for public release; distribution is unlimited. Approved for Public Release 21-MDA-10744 (23 March 21) This announcement serves as notice of a proposed contract action, as required by section 5.201 of the Federal Acquisition Regulation. It is the intent of the Missile Defense Agency (MDA) to issue a sole source Undefinitized Contract Action (UCA) to Raytheon Company, Woburn, Massachusetts 01801 under the authority of FAR 6.302-1(a)(2)(ii). This modification of the Radar Production Contract is to procure one AN/TPY-2 Radar (Radar #13) with initial spares to support Terminal High Altitude Area Defense (THAAD) Battery #8. As an element of the THAAD system, the radars must be able to detect, track, and discriminate threat missiles and communicate with the THAAD interceptor during the various phases of the THAAD mission. Raytheon possesses the required facilities security clearance and Raytheon and its supply chain have production lines and processes which meet MDA quality, safety, and mission assurance requirements. If a source other than the incumbent is awarded a contract to build this hardware, prior to commencing production that source would need to undergo the MDA Quality, Safety, and Mission Assurance Directorate's production readiness validation program. This validation program is estimated to take 18 months based on historical data for the development and implementation of AN/TPY-2 since Radar #1. This includes approximately three months to determine allocation of prime and subcontractor work efforts, two months to determine key processes subject to Government review and approval, six months for an initial production readiness risk assessment and industrial capabilities assessment, three months for a low rate initial production approval rate capability review, and four months to conduct manufacturing process verifications (MPVs) and 10-15 delta MPVs per element. The program would be conducted at the prime, subcontract, and critical sub-tier supplier levels. At this time, it is in the Government's best interest to procure the AN/TPY-2 production requirements for FY 2021-2024 from Raytheon. Raytheon is the only responsible source currently able to meet the program milestones for delivery on schedule. Companies interested in subcontracting opportunities may contact the Raytheon Technologies Contract Manager, Ms. Victoria Southwood, at victoria.g.southwood@raytheon.com.

Solicitation # HQ0860-25-S-0001
The Missile Defense Agency Nimble Options for Buying Layered Effects (NOBLE) Announcement, solicitation number HQ0860-25-S-0001, is an overarching acquisition strategy active from March 27, 2025, through March 27, 2030. Rather than a single contract, it serves as a consolidated framework to rapidly develop, prototype, and field disruptive missile defense technologies across the entire kill chain. The program focuses on three primary technical areas: Kinetic and Hypersonic Defense for cost-efficient interceptors, Command, Control, and Battle Management utilizing AI and quantum computing, and Space-based Sensors, Interceptors, and Effectors to maintain space domain awareness. Under this framework, the MDA will release individual solicitations using various authorities, including FAR-based procurement contracts and Other Transaction (OT) agreements. Each individual solicitation will define its own specific technical requirements, evaluation criteria, funding levels, and submission deadlines. Interested parties must be registered in the System for Award Management (SAM) and are directed to monitor SAM.gov and the MDA Opportunity Marketplace for new opportunities, such as the Mobile Integrated Launch Capability, Low-Cost Kill Vehicle, and Shipborne Phased Array Instrumentation Radar. All offerors are subject to Organizational Conflict of Interest rules per FAR Subpart 9.5 and DFARS Subpart 209.5. Security requirements include compliance with NIST SP 800-171 and the Cybersecurity Maturity Model Certification (CMMC) program, with some efforts requiring secure interfacing with classified systems. All unclassified communications regarding the NOBLE program should be directed to MDA-NOBLE@mail.mil.
