MSE CL is an air defense launcher capable of transporting, raising, firing Phased Array Tracking to Intercept On Target (PATRIOT) Advanced Capability-3 (PAC-3) MSE munitions and operating as a componentized weapon in the Integrated Battle Command System (IBCS) architecture utilizing existing PAC-3 MSE launcher electronics.


RIG-360 is an interceptor datalink device, which integrates with IBCS through an Integrated Fire Control Network (IFCN) Relay, or other B-side, and communicates with any PAC-3 MSE interceptor within its communication range.


This requirement is for the incremental design, build, and test of the following major end items (MEIs):


  • MSE CL Increment 1 (MSE CL INC 1), to include providing engineering and testing assets to support performance of Hardware-in-the-Loop (HWIL) testing using Lockheed Martin and Portfolio Acquisition Executive (PAE) Fires facilities, conducting a Design Maturity Review (DMR), and establishing the preliminary hardware and software baseline;
  • MSE CL Increment 2 (MSE CL INC 2), to include providing engineering and test assets to support environment qualification testing, address deviations and substantiating fixes from Increment 1, and performing failure mode and criticality analysis and electronic parts / circuit tolerance analysis;
  • MSE CL Increment 3 (MSE CL INC 3), to include providing engineering and test assets to support live-fire flight test events, conducting pre-flight checkouts, walk-ups, test missile loading, and telemetry data collection;
  • MSE CL Increment 4 (MSE CL INC 4), to include providing engineering and test assets to support first article inspection, and validation of assembly processes and testing processes;
  • MSE CL Increment 5 (MSE CL INC 5);
  • RIG-360 CS Increment 1 (RIG-360 CS INC 1);
  • RIG-360 CS Increment 2 (RIG-360 CS INC 2);
  • RIG-360 CS Increment 3 (RIG-360 CS INC 3).

MSE CL scope for this requirement includes performing incremental design, development, and test improvements of MSE CL, including propriety software redesign on MSE Missile, Launcher Electronics, and Fire Control, and establishing hardware/software baselines for each increment. RIG-360 CS scope for this requirement includes performing updated design, development, and testing of a RIG-360 CS of prototype pedigree. In addition, the contractor shall support flight test execution for demonstrating the MSE CL and RIG-360 CS, including all HWIL, walk-ups, and post-mission debriefing and data analysis.


The proposed source for this effort is Lockheed Martin Missiles and Fire Control (LMMFC), 1701 West Marshall Drive, Grand Prairie, Texas 75051, commercial and government entity (CAGE) code 64059. In accordance with Federal Acquisition Regulation (FAR) Part 6.302-1(a)(2)(iii)(A) and (B), Due to the proprietary nature of the PAC-3 MSE missile and Launcher Electronics data processing LMMFC is the only source with knowledge, expertise, and full disclosure technical data package (TDP) to perform this effort. The Government does not have the necessary intellectual property rights to utilize the data for full and open competition.
