The Naval Research Laboratory (NRL) intends to award a cost-plus-fixed-fee indefinite-delivery indefinite-quantity contract on a sole source basis with Artic Slope Regional Corporation (ASRC) Federal System Solutions, LLC (AFSS) located in Beltsville, MD for Mission and Facilities Support for Blossom Point Satellite Command and Tracking Facility (BPTF).



The NRL requires a 5-year effort to design, develop, integrate, test, and provide anomaly resolution, health and safety interventions and ground station implementation and integration of hardware and software interfaces between all existing and in development Blossom Point Tracking Facility research and development initiatives, and related subsystems. 



The requirement is deemed to be available only from one responsible source in the case of a follow-on contract for the continued provision of highly specialized services, therefore an award to any other source would cause unacceptable delays in fulfilling the agency’s requirement.



AFSS is the only company with the requisite engineering and technical services expertise, qualified sources and multi-mission, multi-classification autonomous ground architecture enclave capabilities to meet the Blossom Point Tracking Facility requirements.  AFSS personnel currently perform critical ground and station space vehicle operations for a large number of satellites, in addition to managing the underlying infrastructure the system relies on.  The system supporting these satellites requires unique knowledge to operate that can only be gained through utilizing the unique systems, and only AFSS has.  To achieve the present level of technical service expertise required to be able to perform the requirement, to include its specialized training ability, it would take another contractor over 18 months in specialized NRL multi-mission, multi-classification enclave experience. 



Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals and does not constitute a solicitation.  However, all capability statements received prior to the closing date shall be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.



If your organization has the capability of performing these services NRL asks that interested parties, at a minimum, supply the following information:


  1. Business name and address;
  2. Name of company representative, business title and email;
  3. Telephone number, address, and e-mail address of POC
  4. Large or Small Business Size and Type of Small Business (if applicable);
  5. Cage Code;
  6. A brief capabilities statement package (no more than five pages) demonstrating their ability to perform the services required under this posting. Demonstrated past performance providing similar services should be detailed, if applicable. 
  7. A detailed narrative indicating how you would be able to satisfy the above noted barrier to competition creating the sole source requirement.
