Mission Lakes Area Resurfacing Group Project

The Mission Lakes Area Resurfacing Group Project, managed by the County of Riverside Transportation Department under authorization number W.O.#ZD10075, involves the resurfacing of approximately 30,500 feet of local streets within the Community of Mission Lakes in California. The scope of work includes wedge planing existing asphalt concrete edges, performing crack sealing treatments, and full paving with new Hot Mix Asphalt. Beyond surface paving, the project encompasses the reconstruction of cross gutters, spandrels, curbs, gutters, Portland cement concrete low water crossings, and under sidewalk drains. Additional requirements include adjusting utility valves and manhole rings, restriping roadways with new pavement markers and reflectors, and the salvage, removal, and installation of street signs. Environmental compliance is a critical component of this project, which is exempt from the California Environmental Quality Act as it is classified as maintenance and repair with no expansion of use. Contractors must adhere to Best Management Practices and CVMSHCP guidelines. Mandatory preconstruction biological surveys must be conducted to protect local wildlife, including nesting bird surveys pursuant to the Migratory Bird Treaty Act and California Fish and Game Codes, biologist inspections of palm trees for roosting bats, and surveys of known burrowing owl habitats along the south side of Mission Lakes Blvd. Administrative oversight is provided by Environmental Project Manager Jan Bulinski and Associate Transportation Planner Lisa Wadley.
