Mission Module Engineering and Technical Support

The Naval Surface Warfare Center Panama City Division is consolidating two SeaPort Task Orders, N00178-19-D-7838/N61331-21-F-3008 and N00178-19-D-7145/N61331-22-F-3010, into a single requirement for Mission Module Engineering and Technical Support. This consolidation, justified under FAR 7.103(b), focuses on providing engineering, analysis, and planning support for the modularization of off-board systems within the littoral warfare mission area. The scope specifically supports Littoral Combat Ship Mission Modules for Surface Warfare, Mine Countermeasures, and Anti-Submarine Warfare, encompassing systems engineering, seaframe integration, and the development of common computing environments and integrated communications networks such as the Mission Package Computing Environment and Multiple Vehicle Communication System. Key technical requirements include software engineering for command and control systems, hardware packaging and handling in accordance with MIL-STD-130N, and the maintenance of a Quality Management System meeting ISO 9001:2015 standards. The contractor must provide a transition plan and personnel roster, while ensuring all staff maintain security clearances per SECNAV M-5510.30C and cybersecurity training per DFARS 252.239-7001. Additionally, the contractor is expected to negotiate non-disclosure or associate contractor agreements with original equipment manufacturers, specifically A & J Manufacturing Company, to access proprietary system information. Performance is measured against strict quality levels, including 100 percent attendance at required meetings and timely delivery of technically accurate engineering documentation.
