Mission Springs Water District Street Improvements for the Regional Wastewater Reclamation Facility Project

The Mission Springs Water District is overseeing the construction of 1.08 miles of paved roadway to replace existing compacted dirt roads along 19th Avenue, 20th Avenue, and Little Morongo Road in Desert Hot Springs, California. This project is designed to support the development of the Nancy Wright Regional Wastewater Reclamation Facility by improving the local roadway network, reducing fugitive dust, and enhancing access for future development. The scope of work includes road clearing, subgrade construction, curb and gutter installation, and the final application of asphalt pavement. Construction is scheduled to take place from June 2025 through October 2025. As the lead agency, the Mission Springs Water District has ensured compliance with the California Environmental Quality Act through a Mitigated Negative Declaration, certifying that the project will not have significant environmental impacts provided specific mitigation measures are followed. Technical assessments have been completed regarding air quality, greenhouse gas emissions, soil characteristics, and cultural resources. Biological resource reports emphasize the need for protection of nesting birds and burrowing owls in accordance with the Coachella Valley Multiple Species Habitat Conservation Plan. Project administration is managed by Engineering Manager Eric Weck, and the project requires strict adherence to onsite inspection protocols if cultural or paleontological resources are encountered during grading.
