Summary Manage, build and oversee the Mississippi Partnership for Comprehensive Cancer Control Coalition (MP3C) to leverage resources to plan and implement evidence-based strategies to promote the primary prevention of cancer; support cancer early detection efforts, address the needs of cancer survivors; and promote health equity. This project supports comprehensive cancer control, a philosophical approach that brings together partners and other organizations to collectively address a community's cancer burden in a much more impactful way than any one organization could accomplish alone. Background Mississippi suffers disproportionately from many chronic diseases, ranking 12th in the nation in the incidence of cancer. Each year, more than 13,000 Mississippians are diagnosed with cancer and about 6,000 die from cancer, making it the second leading cause of death in Mississippi. However, the number of new cancer cases can be reduced, and many cancer deaths can be prevented. Many preventive measures that could help delay the onset of these chronic illnesses are often overlooked. Theories vary as to why Mississippians either elect not to have or are not aware of preventive screenings that could reduce premature death and disabilities from cancer, in particular; low educational attainment coupled with limited access to health care, high poverty rates, and other social determinants can result in health disparities. This project proposes to implement a comprehensive and coordinated approach to inform policy, systems, and environmental change strategies to prevent and control cancer using a coalition structure.

National Viral Hepatitis Education, Awareness, and Capacity Building for Communities and ProvidersThis funding opportunity aims to advance the Centers for Disease Control and Prevention’s goals for combating viral hepatitis by strengthening community and provider-level responses to hepatitis B and C in populations most affected. It is structured into two distinct components: Part A focuses on building and sustaining a coalition of public and private organizations to expand educational outreach, increase testing capacity, and improve linkage to care for disproportionately impacted communities through technical assistance and training. Part B targets healthcare professionals by providing free, on-demand, web-based educational resources with continuing education credits and actively promoting these tools to enhance clinical competence in hepatitis B and C evaluation and treatment. Both components work in tandem to empower populations to make informed health decisions and ensure timely access to care, ultimately reducing illness and death from viral hepatitis. Applications for each part must be submitted separately, allowing organizations to pursue one or both components based on their capacity and focus. The initiative is managed by the CDC’s National Center for HIV, Viral Hepatitis, STD, and TB Prevention under the Department of Health and Human Services, with point of contact provided for inquiries.

The 2026 Alaska Marine Education and Training Mini-Grant Program, under solicitation NOAA-NMFS-AK-2026-33268, is a federal financial assistance opportunity administered by NOAA’s National Marine Fisheries Service to advance workforce development, technological innovation, and supply chain resilience in Alaska’s marine and seafood sectors. Projects must be conducted entirely within Alaska and align with Executive Order 14276, focusing on training for marine science, aquaculture, and maritime operations; improving seafood safety and management practices; promoting consumer education on sustainable seafood; integrating local knowledge into regional fishery management; and fostering partnerships among industry, researchers, and community organizations. The program offers individual awards ranging from $15,000 to $75,000, with a total of $600,000 available over three years, subject to annual congressional appropriation. Applicants must submit a complete application package through Grants.gov, including required federal forms, a five-page project narrative, a two-page budget narrative, and supporting attachments not exceeding ten pages in total, all compiled into a single flattened PDF under 100 MB. Proposals are evaluated on a 75-point scale, with the highest weight given to Technical/Scientific Merit and Overall Qualifications of Applicants, each worth 25 points, followed by Outreach and Education (15 points) and Project Costs (10 points). Awards are made through a merit-based trade-off process, not based on lowest price, and may consider geographic balance, program priorities, and prior performance. Key requirements include registration in SAM.gov with a valid Unique Entity Identifier, compliance with 2 CFR Part 200, adherence to NOAA’s Scientific Integrity Policy, and submission of semi-annual performance and financial reports via eRA Commons. Recipients must also comply with FFATA reporting for subawards exceeding $30,000 and demonstrate organizational capacity to manage federal funds, report harassment incidents, and maintain transparency in all research activities. Submission deadlines occur on June 22, 2026, May 3, 2027, and May 1, 2028, with project performance periods beginning no earlier than September 1 of the award year and lasting one to two years. No contract clauses, packaging, or inspection requirements from the FAR apply, as this is a grant, not a procurement, and all administrative oversight is governed by federal grant regulations.

Cancer Center Support Grants (CCSGs) for NCI-designated Cancer Centers (P30 Clinical Trial Optional)This funding opportunity invites applications for Cancer Center Support Grants (CCSGs) to support NCI-Designated Cancer Centers, which are categorized into three types: Comprehensive Cancer Centers, Clinical Cancer Centers, and Basic Cancer Centers. Comprehensive Centers demonstrate strong research activity in basic laboratory, clinical, and prevention/control research while fostering transdisciplinary collaboration. Clinical Cancer Centers primarily focus on some combination of these areas without the broader scope of Comprehensive Centers, while Basic Cancer Centers specialize exclusively in basic laboratory research. The grants aim to consolidate institutional cancer research capabilities into a unified, interdisciplinary research enterprise that crosses institutional boundaries. Supported Cancer Centers are expected to be key contributors to advancing knowledge about cancer and developing improved methods for prevention, diagnosis, and treatment. Additionally, they must develop Shared Resources to facilitate research, collaborate with other NCI-funded programs and researchers, and actively disseminate their findings to benefit the wider community. The grant application process is managed by the National Cancer Institute under the Department of Health and Human Services, and the opportunity was announced in March 2026. Grant a conditional waiver of fees in the amount of $69,000 for three in-lieu parking certificates for the property located at 224 and 226 Ocean Avenue in consi
Solicitation # NOE 224
The City of Laguna Beach has approved a conditional waiver of $69,000 in development fees for three in-lieu parking certificates associated with the properties at 224 and 226 Ocean Avenue, Laguna Beach, California, to support public benefits including increased business development, employment opportunities, and expansion of the city’s tax base. This waiver is contingent upon the property owner securing an effective coastal development permit for the parking certificates, serving as the sole condition for the fee relief. The action is legally justified under the California Environmental Quality Act (CEQA), specifically invoking the commonsense exemption under 14 CCR Section 15061(b)(3), which confirms no environmental impact is possible, and the existing facilities exemption under 14 CCR Section 15301, which applies to minor alterations to existing structures without expanding their use. The project involves an administrative decision rather than a competitive procurement, and no traditional contract line items, evaluation factors, or federal acquisition regulation clauses are applicable, as this is a local government environmental determination with no federal procurement components. The City of Laguna Beach, acting as the lead agency, provided the approval on October 28, 2025, with Louie Lacasella, Senior Management Analyst, serving as the primary point of contact for project oversight. There is no formal period of performance, delivery schedule, invoicing mechanism, or payment office details outlined, as the action is a one-time fee waiver tied directly to regulatory compliance. The place of performance is clearly defined as the subject properties at 224 and 226 Ocean Avenue, and no other attachments, representations, certifications, or special requirements beyond the coastal development permit condition are included.

Engaging faith-based organizations to sustain lifesaving HIV and TB services in EthiopiaThe contract involves a funding opportunity from the Centers for Disease Control and Prevention (CDC) under the Department of Health and Human Services, aimed at engaging faith-based organizations in Ethiopia to sustain and enhance lifesaving HIV, tuberculosis (TB), and cervical cancer services. With an anticipated fiscal year funding of approximately $5 million (subject to availability), this initiative focuses on expanding access to comprehensive HIV services, including testing, prevention of vertical transmission, and both adult and pediatric care and treatment. The project targets key populations such as people at high risk for HIV, undiagnosed individuals living with HIV, those at risk of treatment interruption, pregnant and breastfeeding women, and individuals facing barriers to accessing conventional health services. Implementing cost-efficient, integrated service delivery models within the routine healthcare system is a core expectation, aiming to reach undiagnosed or treatment-defaulter populations and providing critical, lifesaving care for both HIV and TB. The initiative encourages country ownership by supporting country-led plans for greater program sustainability, and may also encompass efforts addressing other public health threats and emergencies in Ethiopia. The engagement of faith communities is fundamental to linking individuals to these essential health services, thereby promoting safer, healthier outcomes in vulnerable populations.
