The U.S. Fish and Wildlife Service (FWS) SAT Team has issued a Request for Quote (RFQ) for the treatment of invasive phragmites within the Upper Mississippi River National Wildlife and Fish Refuge, specifically covering Pools 4 through 8 in Minnesota and Wisconsin waters. This firm-fixed-price contract requires the contractor to search approximately 160 acres of priority areas and treat known and newly discovered phragmites patches, with a cumulative treatment limit not to exceed 15 acres. The period of performance is scheduled from August 1, 2027, through September 1, 2027. Contractors must utilize specific herbicide applications, such as imazapyr, and employ GPS tracking to provide shapefiles to Refuge staff. Strict environmental best management practices are required, including the mandatory washing, draining, and drying of all boats and equipment to prevent the spread of invasive species. The government will award the contract using a best-value tradeoff process, evaluating offers based on technical capability, technical experience with similar projects, past performance, and price reasonableness. Technical evaluations will focus on the proposed treatment and site-access methods, equipment, staffing, and herbicide application methodology. Offerors must provide a detailed price breakout including mobilization, demobilization, search activities, and treatment costs. All invoicing must be submitted electronically through the Treasury's Invoice Processing Platform (IPP).
