The U.S. Fish and Wildlife Service is seeking a sealed bid for the sealing of two artesian wells located in Winona, Minnesota, in compliance with Minnesota Rules 4725.3850 and Minnesota Statute 103I.301, which mandate the plugging of unused wells and the registration of such actions with the state. The work must be performed by a licensed well-sealing contractor, and upon completion, a well sealing log must be submitted to the Field Station and the Regional Environmental Compliance Coordinator. The contract is structured as a Firm-Fixed-Price Construction Purchase Order under simplified acquisition procedures, with award based solely on the lowest price technically acceptable, without discussions. The contract is set aside exclusively for small businesses, and all offerors must be registered in the System for Award Management and provide current representations and certifications through SAM.gov. Performance is scheduled to begin on September 1, 2026, and must be completed no later than March 30, 2027, or within 293 calendar days after issuance of the notice to proceed. Work will occur at two locations: the primary site at 102 Walnut Street, Suite 204, Winona, MN, and the Winona District Shop at 3 Kansas Street, Winona, MN, where a mandatory site visit is scheduled for May 14, 2026. The contract imposes stringent environmental, safety, and regulatory requirements. Contractors must immediately halt operations if endangered species are encountered and must notify the Contracting Officer in writing of any discovery of historical, archaeological, or scientific materials, which may lead to adjustments in time or cost. All waste must be handled in accordance with multiple federal statutes including the Clean Air Act, Endangered Species Act, Toxic Substances Control Act, and National Historic Preservation Act, with the contractor liable for any government costs stemming from noncompliance. Asbestos use is strictly limited, with friable asbestos prohibited and non-friable asbestos restricted to undisturbed applications. Contractors are required to maximize use of biobased, recovered material, Energy Star®, and low standby power products, and must submit applicable certifications. Work hours are restricted to one-half hour before sunrise to one-half hour after sunset, with no work permitted on weekends or federal holidays without written authorization. Davis-Bacon wage rates apply only when truck drivers are actively engaged at the site or between the site and a dedicated nearby facility. All key personnel, materials, and processes submitted in
