2026 Volunteer Fire Capacity Grant
Solicitation # 2139681
The New York State Department of Environmental Conservation is administering the 2026 Volunteer Fire Capacity Grant Program, funded by a federal appropriation of 857,629 dollars. This program provides matching grants to eligible rural fire departments for the purchase of wildland firefighting suppression supplies. To be eligible, departments must be comprised of at least 80 percent volunteer personnel and serve a rural area, defined as a town or village with a population of 10,000 or less based on the 2020 Census. Selected departments can receive a maximum award of 3,500 dollars, which must be matched 50/50 by the recipient. Grant funds must be used for items directly related to wildland firefighting that benefit the local rural community, with a restriction that no individual item exceeds 9,999 dollars. Selection is based on the department's funding history over the previous five years, whether it is a newly formed establishment, and the presence of a Native American community within its jurisdiction. The program operates under federal guidelines from the US Forest Service and the Cooperative Forestry Assistance Act of 1978. Applications are accepted through December 30, 2026. This solicitation does not have specific goals for Service-Disabled Veteran-Owned, Minority, Women, or Disadvantaged Business Enterprises. All inquiries and applications are managed by the Volunteer Fire Capacity Grant Coordinator within the Division of Forest Protection.

SECO Energy is seeking a contractor for solicitation 2024-23 to provide normal and emergency mobile fueling services for its vehicles, fixed sites, and generator storage tanks across seven counties in Florida. Because SECO serves as a critical electric utility cooperative supporting essential infrastructure such as hospitals, police and fire departments, and emergency operations centers, the selected vendor must be capable of acting as a first responder. Consequently, the contract is strictly contingent upon the vendor's acceptance of specific Emergency Clause requirements to ensure fuel availability during storms or supply disruptions. Interested parties must submit all proposals and inquiries exclusively through VendorLink by the deadline of April 30, 2024. Phone calls and emails will not be accepted. To be considered, vendors must upload their submission specifically as a proposal file type within the portal.

Pre-Qualification for Upcoming Overhead Construction Bids - WA
Solicitation # 2026-88
Solicitation 2026-88 is a Request for Qualifications issued by SECO Energy to establish a pool of prequalified contractors for future Overhead Feeder Construction and New Feeder Install projects. This is a mandatory requalification process; any firm previously qualified with SECO Energy must resubmit their qualifications to be eligible for upcoming Requests for Proposals expected in October 2026. The general scope of work includes directional boring, underground excavation, installation of 4-inch conduit systems and duct banks, placement of 1000 MCM 25 kV EPR aluminum primary cable, and the installation of underground switchgear, splice boxes, and grounding systems, as well as right-of-way clearing and site restoration. To be deemed qualified, vendors must complete a comprehensive questionnaire covering company information, technical capabilities, and references from electric cooperatives or public utilities. Key requirements include the ability to provide a 10 percent bid bond and a 100 percent performance bond, as well as the submission of three years of safety records, including EMR ratings and OSHA 30A summaries. While projects will utilize Rural Utility Service funding and may require Davis-Bacon Act compliance, a lack of prior RUS experience is not an automatic disqualifier. Evaluation is based on the firm's risk management profile, including sam.gov registration and Dun and Bradstreet PAYDEX scores, and their demonstrated ability to perform similar utility construction activities.
