This request will extend the current contract with Cell-Ed for a period of 9 months through 3/31/2026, to ensure that ONA clients have access to mobile English learning without a break in access to services while ONA releases an RFA and awards a contract for new mobile English services. ONA has an RFA for mobile English learning nearly finalized that it intends to release in the next month. Development of the RFA was delayed due to ONA staff responding to emergency programming changes necessitated by immigration changes at the federal level. Cell-Ed is a tool for use on any type of mobile device to learn English or Spanish and build skills for life and work. No internet or data plan is necessary since Cell-Ed is available through dial-in. Cell-Ed is also available through WhatsApp. Cell-Ed helps New York’s immigrant population take their next steps in work and education. Currently ONA has over 2,000 new Americans using Cell-Ed statewide. Users can learn at their own pace, anywhere and at any time by participating in 3-minute lessons with real-life examples. These lessons are part of courses and users can earn certificates of completion for the courses they complete. Coaches who speak English, Spanish and Mandarin provide direct support to users. Additionally, there is interpretation available for coaching so that any English learner can obtain assistance in their language of choice. Cell-Ed is a valuable and necessary tool for remote learning. Particularly for immigrants who do not have the time or transportation to participate in an ESOL classroom, Cell-Ed provides a means to improve their proficiency in English and helps them reach their personal goals.
