Mobile Portfolio Sustainment Support

The U.S. Department of Homeland Security, through the U.S. Customs and Border Protection and U.S. Border Patrol, is conducting market research via a Request for Information (RFI) for the sustainment support of its Mobile Portfolio. This effort focuses on providing full lifecycle sustainment for Advanced Mobile Surveillance Systems (AMSS), including MSC-L, MVSS, MVSS-R, eMSC-L, and eMVSS-R platforms, as well as Small Unmanned Aircraft Systems (SUAS). The scope of work encompasses program management, engineering, depot-level maintenance, logistics, and asset management. Performance will be measured by specific key parameters, including an operational availability threshold of 90 percent for AMSS and a materiel availability threshold of 80 percent for SUAS. The anticipated contract structure consists of a 12-month base period starting April 1, 2027, with four subsequent 12-month option periods. Key requirements include strict adherence to CBP asset tagging and barcoding standards, OSHA safety compliance for facilities, and the procurement of PIV cards for personnel. Required deliverables include a Quality Control Plan due within five business days of award, followed by sustainment, risk management, and asset management plans within 60 to 90 days. Interested vendors must submit capability statements and feedback on the draft Statement of Work by September 10, 2026, with responses limited to 25 pages.
