These MRB services are contractor owned, operated, and maintained portable retardant plants for mixing and loading Long-Term Fire Retardants (LTFR), as listed on the USFS Qualified Products list (QPL). The MRBs are used for the delivery of LTFR into fixed wing airtankers (AT), very large airtankers (VLAT), single engine airtankers (SEAT), and helicopters (H) at various locations throughout the U.S. This is not a request for offers at this time. The solicitation requirements and contract documents, to include instructions for submission, and the response date will be published under a separate notice. The intent of the solicitation will be to establish multiple, five-year Blanket Purchase Agreements to provide the required MRB services for a period of up to five years. Offers will be accepted by mail or email as directed in the solicitation package. The solicitation will only be available online, in order to download the solicitation, offerors must access the Federal Business Opportunities website (www.fbo.gov). This procurement is available for full and open competition. All responsible sources may submit a response which will be considered by the U.S. Forest Service. All offerors must have an active registration in SAM.GOV at the time of submission in order to be considered. Any offeror that does not have an active SAM.GOV registration will be rejected as non responsive.
