AI Contract Overview
This contract action is a sole-source, firm-fixed-price award for Mobile Special Access Program (SAP) IT Destruction Services, justified under RFO 12.102 due to the unique capability of System High Corporation, the only entity certified by the National Security Agency/Central Security Service (NSA/CSS) to provide mobile destruction services in compliance with NSA/CSS Policy Manual 9-12. The requirement demands on-site destruction of classified IT assets at Wright-Patterson Air Force Base, Ohio, eliminating the risks associated with transporting sensitive materials off-site. The contractor must deploy certified mobile destruction units, employ personnel with appropriate security clearances, and ensure complete traceability and compliance with federal standards throughout the process. The government will evaluate proposals based on demonstrated experience handling classified materials, certified equipment, logistical readiness for on-site operations, and personnel clearance status, with no formal scoring or weighting applied. The solicitation number is F4F0AW6086A101, with responses due by 3:00 PM EST on May 13, 2026, submitted in writing to the designated office at Wright-Patterson AFB. No competitive solicitation is issued, and while responsible sources may submit capability statements, the government retains sole discretion to determine whether to proceed with non-competitive award. The contract includes cost-reimbursement clauses for travel but does not specify total value, period of performance, FOB terms, or detailed invoicing procedures. Special requirements center on security protocols, NSA/CSS certification, and the absence of alternative providers, with no set-aside or socioeconomic preferences applied. An ombudsman is available to receive concerns from offerors but has no role in evaluation or selection. Packaging, marking, and preservation standards are not defined beyond adherence to NSA/CSS Policy Manual 9-12, and no MIL-STDs are referenced. The contractor must possess a valid UEI or CAGE code and affirm its sole-source status under FAR 6.102(a) and DFARS 206.102.
