Solicitation # N0038327QAA08
Solicitation NO0383-27-Q-AA08, issued by NAVSUP Weapon Systems Support Philadelphia, is a requirement for the repair, testing, and inspection of the Computer, Fuel Manage (NIIN 015238319, P/N 512010-03-01). The scope of work requires the contractor to return assets to a Ready For Issue condition, specifically including the replacement of all seven transorbs on the internal Fuel Interface Card per Engineering Investigation WC2EI-H1Y-0002-21S. The contractor is responsible for providing all necessary tooling, fixtures, and materials, with a strict prohibition on the use of MIL-W-81381 wire in favor of SAE-AS22759 series wire. Performance is subject to a one-year induction period from the date of award, and the contractor must adhere to specific Repair Turnaround Times and report all transactions via the Commercial Asset Visibility system. The government intends to make a single award based on a best-value determination, prioritizing past performance over price. Technical requirements include compliance with ISO 9001 or SAE AS9100 quality standards and ANSI/NCSL Z540 or ISO-10012-1 calibration standards. Packaging must adhere to MIL-STD-2073-1 and ASTM D3951-18, with marking following MIL-STD-129. Administrative requirements include electronic invoicing through Wide Area Workflow and compliance with various FAR and DFARS clauses, including Buy American and cybersecurity reporting. SUBJECT: Mobile Surface Sensor REF NO.: F1S0AW0245B001 DUE: 14 September 2010 POC: Zachary Bawden, 661-277-7583 DESC: The Air Force Flight Test Center (AFFTC), Edwards AFB intends to award a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR 13, Simplified Acquisition Procedures, to Vaisala Inc. This acquisition is restricted. The NAICS code is 334511. The AFFTC has a requirement for a Mobile Surface Sensor. This Mobile Surface Sensor will be used to determine standing water depth on asphalt and concrete runway surfaces. The unique specifications go as follows: 1. Water depth measurement from 0.005 to 0.250 inches with an accuracy of at least +/-0.001 inches. 2. Measure in front or behind of ground vehicle traveling at 40 or 60 MPH. 3. Minimum sample rate of 0.25 Hz 4. Must record GPS position and ground speed 5. Must present results as a time history on a laptop computer within 60 seconds of completion of data capture 6. Must also be capable of measuring ice and snow depth under the same conditions and with the same accuracy as noted above It has been determined that Vaisala Inc. is the only source capable of meeting the requirement. The Mobile Surface Sensor provided by Vaisala is the only commercially available measurement system that can accurately determine the depth of standing water on asphalt and concrete runways without embedding sensors directly into the runway material. Embedding sensors is not an option due to cost and maintenance requirements. This unit is also the only known system that can accurately determine the depth of standing water on asphalt and concrete runways while mounted on a moving vehicle. Contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement. In addition, the response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12. Anticipated Award date is September 24, 2010. Responses must be received no later than (NLT) 7:00 AM, Pacific Standard Time, September 20, 2010. Responses should be submitted via: e-mail zachary.bawden@edwards.af.mil or by faxing, Fax #: 661-277-0470 (please call and verify that I have received the fax). This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
