The U.S. Coast Guard Research and Development Center (RDC), in New London, CT, intents to modify an existing IDIQ contract under the authority of FAR 6.302-1. This is not a request for quotes; a solicitation package will not be issued. Under FAR 6.302-1 (a) (2) (iii) (A), the following reason is deemed appropriate: (iii) For DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in-- (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition In addition, under FAR 16.504 (c) IDIQ contract may have a limitation on the period of performance of up to 5 years. This contract as it stands is for 3 years. RDC will be extending the period of performance out an additional 2 years to make for a full statutory term. The RDC intends to modify contract HSCG32-14-D-R00001 by extending the period of performance by two years using the U.S. Coast Guard contracting procedures to Shearwater Systems, LLC. The scope of this contract for administrative and technical services is listed in the Performance Work Statement (PWS) that includes a broad range of administrative and technical tasks. The tasking includes but are not limited to: information services; security control; data collection; data management; technical editing; technical writing; generation of presentations, position papers and graphics; audio and visual services; property management services; reception and clerical services; file/electronic file management services; internet/intranet services; project planning services. FAR 6.302-1 will save the Government substantial duplication of effort for a new contract and keeps the RDC covered by this administrative and technical contract for an additional two (2) years with no gap in services.
