RFSA - Work related to airborne topographic LiDAR data
Solicitation # NRCan-5000045352/F
This solicitation, numbered NRCan-5000045352/F, supersedes all prior versions and is issued by Natural Resources Canada to establish a supply arrangement for professional services related to airborne topographic LiDAR data acquisition, classification, and inspection, as well as the collection of supporting aerial orthophotos. The arrangement is open to new qualified suppliers while maintaining existing agreements, and it is accessible through CanadaBuys.gc.ca with a response deadline of March 31, 2040. Proposals must be structured into four electronic volumes covering technical arrangements, certifications, additional information, and geospatial shapefiles, with the total size of spatial files not exceeding 10 MB; if exceeded, simplification of geometries is permitted. The solicitation requires suppliers to meet mandatory technical criteria and achieve a minimum score of 24 out of 40 points on the technical evaluation, which prioritizes data validation strategy at 15 points, followed by data processing, flight planning, and classification each at 10 points. The award will be based on a trade-off approach, evaluating technical merit alongside financial offer, and is not conducted under a lowest price technically acceptable model. The contract is structured as a supply arrangement under which task orders may be issued to pre-qualified suppliers for specific projects across Canada, excluding regions governed by Comprehensive Land Claims Agreements such as Nunavut, Yukon, Northwest Territories, parts of Quebec, and Labrador. Supplier eligibility is restricted under the Set-Aside Program for Indigenous Business, mandating that each winning bidder be at least 51% Indigenous-owned and controlled, with Indigenous individuals managing operations. If an Indigenous business employs six or more full-time staff, at least one-third must be Indigenous, and this ratio must be maintained throughout the arrangement’s term. Subcontracting is permitted but requires that at least one-third of the work value (excluding materials) be performed by other Indigenous businesses, with written contractual obligations and audit rights mandated for all subcontractors. All bidders must submit a formal certification affirming compliance with these Indigenous business requirements and consent to government audits, with non-compliance potentially resulting in forfeiture of deposits, contract termination, or exclusion from future opportunities. The Government retains full authority for inspection and acceptance at its Sherbrooke, QC facility, and performance reporting must be submitted quarterly within 30 days of each quarter-end. The supply arrangement has no fixed term and remains in force until canceled or replaced, and while no contract value is specified,
