This notice is a synopsis in accordance with FAR 5.203 requiring a proposed contract action to be published at least 15 days before the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice is not a request for competitive proposals or quotations and a solicitation will not be issued for this requirement. The Army Contracting Command - Rock Island intends to award a single Firm-Fixed Unit Price contract to Lockheed Martin Mission and Fire Control (LMMFC) 5600 Sand Lake Road, Orlando FL 32819-8907, under the authority 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy Agency requirements. LMMFC is the current provider of Modernized Target Acquisition Designation Sight Systems, upgrade kits, spare parts, peculiar ground support equipment and related support items to the United States Government. LMMFC is the only source capable of manufacturing Modernized Day Sensor Assembly systems. Only LMMFC possesses the technical expertise, data and experience necessary to execute this requirement. The anticipated award date is no later than 31 December 2015. The Period of performance is anticipated to be 31 January 2016 through 30 January 2017. Interested parties should identify themselves in writing to the Procuring Contracting Officer, Ms. Mitzi Wagner at mitzi.m.wagner.civ@mail.mil, 309-782-4657. The Government will not be responsible for any costs incurred by interested parties in responding to this synopsis.
