Full Description

This acquisition is for a Four (4) year Indefinite Delivery - Indefinite Quantity contract, consisting of a One (1) year base and Three (3) One-Year option periods, for the "Modification Kit, Black" and "Modification Kit, Gray." Gentex Corporation is the only firm that has the capability to manufacture these items. These items have a proprietary part number for which the Government does not retain ownership of the technical data containing the specifications/drawings. Listed below are the National Stock Numbers and Part Numbers associated with this acquisition: National Stock Numbers/Part Numbers: Black Medium 8475-01-442-4784 / 90B7948-4 Black Large 8475-01-442-4790 / 90B7948-5 Black Extra-Large 8475-01-442-4791 / 9B7948-6 Gray Medium 8475-01-442-3542 / 90B7948-1 Gray Large 8475-01-442-4780 / 90B7948-2 Gray Extra-Large 8475-01-442-4779 / 90B7948-3 All material shall be contractor furnished. The solicitation will be issued on an unrestricted basis. This acquisition will utilize a "price-only" approach. An award will be made to the offeror who offers the lowest price and is in agreement with the terms and conditions of the solicitation. Offerors are advised that if they take exception to any of the terms and conditions in the solicitation their offer may be excluded from consideration of award. The solicitation number is SPE1C1-15-R-0043 The solicitation will be issued on an unrestricted basis. The base year consists of a minimum quantity of 981, annual estimated quantity of 3,924 and an annual order limitation quantity of 8,292. The three one-year option periods consist of a minimum quantity of 981, annual estimated quantity of 3,924 and an annual order limitation quantity of 4,905. Deliveries are FOB Destination. Production Lead-Time (PLT) is 120 days at a rate of 400 each a month. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. Solicitation will be posted on https://www.dibbs.bsm.dla.mil/. The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment") impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
